SCOPE OF SERVICES: <br /> 1. FY 2019 Annual Action Plan <br /> Urban Design Ventures, LLC will assist the County of Orange, North <br /> Carolina in the preparation of its FY 2019 Annual Action Plan. Our staff <br /> previously performed this service for the County's FY 2015 through FY <br /> 2018 Annual Action Plans. <br /> The Annual Action Plan describes what activities the County proposes to <br /> undertake with each year's funding. The Annual Action Plan will be <br /> developed utilizing the latest eCon Planning Suite in IDIS. The Annual <br /> Action Plan will contain the following elements: <br /> ■ Form HUD - 424. Complete the latest HUD form for approval and <br /> signature by the appropriate County Official. Other resources that <br /> will be utilized by the County for leveraging and match obligations <br /> will be listed. <br /> ■ Executive Summary. Prepare the Executive Summary which will <br /> identify the available funds, strategies and objectives and activities <br /> to be undertaken, <br /> ■ Summary of Priorities, Goals, Budgets and Anticipated <br /> Accomplishments. Prepare a listing of the existing five year <br /> strategic initiatives as outlined in the Five Year Plan, which <br /> initiatives will be undertaken in the annual action plan, and the <br /> number of persons benefiting. <br /> ■ General Questions. Address the HUD general questions in the <br /> latest IDIS format which will include a description of the geographic <br /> areas of the County, what was the basis used to allocate funds by <br /> geographic area, are funds being used to address underserved <br /> needs, and what resources are expected to be made available. <br /> Managing the Process. Describe what agencies are <br /> administering programs, a description of the process used to <br /> develop the plan, and how improvements will be made to enhance <br /> coordination among agencies. <br /> ■ Citizen Participation. Describe the citizen participation process <br /> used, prepare all the notices to be published in the local <br /> newspaper, and prepare a summary of any written citizen <br /> comments. if the County wants the consultant's staff to attend any <br />
