ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: December 14, 2004
Action Agenda
Item No. Jr - p
SUBJECT: Bid Award: Hook Truck for Orange County Solid Waste
DEPARTMENT: Purchasing/Solid Waste
PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
Bid Tabulation
INFORMATION CONTACT:
Pam Jones, 245-2652
Gayle Wilson, 968-2885
TELEPHONE NUMBERS:
Hillsborough
Chapel Hill
Durham
Mebane
732-8181
968-4501
688-7331
336-227-2031
PURPOSE: To consider awarding a bid to Volvo &GMC Truck Center of Charlotte, North Carolina
far a Hook Truck for the Orange County Solid Waste Management Department,
BACKGROUND: The 2004-2005 budget for the County's recycling programs includes funding for the
replacement of a current Hook-Lift Truck, This vehicle will be used to service the recycling containers
at the County's six staffed Solid Waste Convenience Centers as well as the unstaffed drop sites
located in the municipalities. These sites currently provide a collection point for magazines, mixed
paper, plastics, aluminum and steel containers, which this vehicle will service, This vehicle will also
deliver processed materials to markets within the area,
Orange County's requirements were advertised and eleven vendors were solicited for Orange
County's bid number 250. Four vendors submitted bids, Pursuant to the attached bid tabulation,
Volvo &GMC Truck Center of Charlotte, North Carolina submitted the lowest responsible bid that was
responsive at a delivered cost of $111,632,04 for a Volvo VHD 64 cab & chassis with a Swaplaader
SL 650 Hoist. This price includes a 7-year power train warranty.
FINANCIAL IMPACT: The purchase price of the truck is $111,632.04. Sufficient funds were
allocated within the FY 2004-2005 Solid Waste budget to purchase the truck outright. However, staff
recommends that it be financed over a 59-month period to take advantage of prevailing low interest
rates and to improve the cash position of the Landfill enterprise fund. Assuming that financing can be
obtained at interest rates from 3,25 to 4.00%, estimated annual payments for the truck for the next
five years should be roughly $24,500 to $25,500.
RECOMMENDATION(S): The Manager recommends that the Board award bid number 250 to Volvo
& GMC Truck Center of Charlotte, North Carolina at a delivered cost of $111,632,04; and authorize
the Purchasing Director to execute the necessary paperwork,
