Benedict, Planning Director <br /> Steve Brantley, Economic Development Director <br /> Perdita Holtz, Planner III — Planning Systems Coordinator <br /> DATE: April 2, 2019 <br /> SUBJECT: BOCC Information Item — Analysis of Rezoning for Economic <br /> Development and Additional Marketable Sites <br /> This memo is to provide an update to BOCC work session discussions in late 2018 and <br /> early 2019 regarding economic development opportunities in Orange County. Planning <br /> and Economic Development staffs are currently analyzing rezoning opportunities in the <br /> CITAN (Commercial-Industrial Transition Activity Node) that is located in the Efland- <br /> Buckhorn-Mebane corridor. <br /> Additionally, staff is completing an analysis of marketable sites located adjacent, or in <br /> close proximity, to currently designated growth areas. This analysis includes <br /> developing a matrix that depicts what modifications, if any, would need to be made to <br /> existing regulations, agreements, etc. in order to designate lands for non-residential <br /> development. For example, would the Water and Sewer Management, Planning, and <br /> Boundary Agreement (WASMPBA) need to be modified; would a Future Land Use Map <br /> amendment be required? The analysis also includes an examination of potentially un- <br /> designating lands that are currently designated for economic development but which <br /> have more limited potential. <br /> Staff is also completing a "white paper" on the various additional standards found in the <br /> UDO (Unified Development Ordinance) that must be met by developments in the <br /> economic development districts. <br /> Staff anticipates presenting the results of this work at a future BOCC work session, <br /> perhaps before the summer break, if agenda space allows. <br />
