He said this would be a cut and cover underpass. He said the station would be 22 at grade at Durham Station, and immediately east of Durham Station it would begin to go down 23 in a trench, so that it is in a tunnel that is covered by Pettigrew Street, under Blackwell Street 24 and under Mangum Street. He said it would come up in a trench just before Roxboro Street. 25 He said if there is bridge grade separating the trains from the street, it can pass by at street 26 level without interacting with the Amtrak. He said east of Roxboro, going up onto a bridge 27 structure to get over Dillard Avenue and Fayetteville Street. He said near Grant Street, there 28 will be a realignment of Pettigrew Street and the local streets in that vicinity. 29 John Talmadge said the $67.5 million is net of the $20 million that was in the budget for 30 this signature civic space/pedestrian span. He said adding up how much these cost equals 31 $87.5 million, and that is in base year dollars. 32 Commissioner McKee said this is the net of the $81 million that was previously given for 33 that exact same configuration three weeks ago. 34 John Talmadge said the $67.5 million in base year dollars equals the $81 million in year 35 of expenditure dollars. 36 Commissioner McKee said he does not see anything in the $237 million to account for 37 the elevated track at Duke. 38 John Talmadge said that was already in the base year budget that was given to FTA as 39 part of the project definition and cost. He said these are things that are being asked for on top 40 of that. 41 Commissioner McKee referred to the additional contingency, and clarified that this is 42 only $60.4 million. He asked if the total contingency could be identified. 43 John Talmadge said total contingency is roughly half a billion dollars, or 22%. 44 Commissioner McKee said basically they have $237 million + $88 million = $325 million 45 shortfall. 46 John Talmadge said there are savings associated with the lower TIFIA interest rates. 47 Commissioner McKee said he realizes there are savings, but he still sees $300+ million 48 that local entities will have to pick up and guarantee by April 30. 49 John Talmadge said that is not the number. He said the total number is north of$200 50 million, and yes, that must be guaranteed by April 30.
