He said the FTA sent a draft risk assessment report, <br /> 3 and GoTriangle provided comments, and the FTA issues a final report. He said no material <br /> 4 changes are expected, but GoTriangle will be communicating with the FTA as it finds out <br /> 5 options that exist with Duke. <br /> 6 John Talmadge said once a final financial plan is submitted, the FTA will bring on a <br /> 7 management consultant to review the financial plan and provide feedback, which takes about 4- <br /> 8 5 weeks. <br /> 9 Commissioner Bedford asked if there will be more partner meetings, and if it is up to <br /> 10 Durham County to decide if they can afford it. <br /> 11 John Talmadge said this sounds right to him. <br /> 12 Commissioner Bedford said she appreciates the protection for the 2017 levels of the <br /> 13 Chapel Hill transit for the buses, etc., and it would be nice if there were an inflationary <br /> 14 percentage attached to that. <br /> 15 John Talmadge said on the operating side there is 3.1% inflation built into the transit <br /> 16 plans that were adopted in 2017. <br /> 17 Commissioner McKee said there is $237 million increase, and asked for clarity on the <br /> 18 $67.5 million changes on Pettigrew Street. <br /> 19 John Talmadge said if they start from the western side of Pettigrew Street corridor, at <br /> 20 Duke Street, it would pass under Duke Street in order to get out of the interaction with the gates <br /> 21 at Duke Street. He said this would be a cut and cover underpass. He said the station would be <br /> 22 at grade at Durham Station, and immediately east of Durham Station it would begin to go down <br /> 23 in a trench, so that it is in a tunnel that is covered by Pettigrew Street, under Blackwell Street <br /> 24 and under Mangum Street. He said it would come up in a trench just before Roxboro Street. <br /> 25 He said if there is bridge grade separating the trains from the street, it can pass by at street <br /> 26 level without interacting with the Amtrak. He said east of Roxboro, going up onto a bridge <br /> 27 structure to get over Dillard Avenue and Fayetteville Street. He said near Grant Street, there <br /> 28 will be a realignment of Pettigrew Street and the local streets in that vicinity. <br /> 29 John Talmadge said the $67.5 million is net of the $20 million that was in the budget for <br /> 30 this signature civic space/pedestrian span. He said adding up how much these cost equals <br /> 31 $87.5 million, and that is in base year dollars. <br /> 32 Commissioner McKee said this is the net of the $81 million that was previously given for <br /> 33 that exact same configuration three weeks ago. <br /> 34 John Talmadge said the $67.5 million in base year dollars equals the $81 million in year <br /> 35 of expenditure dollars. <br /> 36 Commissioner McKee said he does not see anything in the $237 million to account for <br /> 37 the elevated track at Duke. <br /> 38 John Talmadge said that was already in the base year budget that was given to FTA as <br /> 39 part of the project definition and cost. He said these are things that are being asked for on top <br /> 40 of that. <br /> 41 Commissioner McKee referred to the additional contingency, and clarified that this is <br /> 42 only $60.4 million. He asked if the total contingency could be identified. <br /> 43 John Talmadge said total contingency is roughly half a billion dollars, or 22%. <br /> 44 Commissioner McKee said basically they have $237 million + $88 million = $325 million <br /> 45 shortfall. <br /> 46 John Talmadge said there are savings associated with the lower TIFIA interest rates. <br /> 47 Commissioner McKee said he realizes there are savings, but he still sees $300+ million <br /> 48 that local entities will have to pick up and guarantee by April 30. <br /> 49 John Talmadge said that is not the number. He said the total number is north of$200 <br /> 50 million, and yes, that must be guaranteed by April 30. <br />
