7 <br /> 1 Emerging Issues: <br /> 2 • Gentrification <br /> 3 • Rural Buffer Review <br /> 4 • Manufactured Home Park Potential Closures <br /> 5 • Acquiring New Sources of Funding to Mitigate Affordable Housing Challenges in the <br /> 6 County <br /> 7 <br /> 8 Commissioner Price asked if the board's conversations include tiny homes. <br /> 9 Keith Cook said yes. <br /> 10 <br /> 11 Housing Authority (HA) Tammy Jacobs, Chair <br /> 12 Tammy Jacobs is the new Chair, but has been on the board for a while. She said the <br /> 13 charge for this board is to be the citizen oversight of the County's Housing Authority and its <br /> 14 Housing Choice Voucher (HCV) Program. She said they need more information about the <br /> 15 Rural Buffer and how that will involve their department. <br /> 16 Some accomplishments this year: <br /> 17 • Participated in sponsored activities, events and workshops that help build HCV <br /> 18 participants' self-sufficiency. <br /> 19 • Participated in OCHA's outreach events and activities for existing landlords and other <br /> 20 interested rental property owners in an effort to increase landlord participation in the <br /> 21 HCV program. <br /> 22 • Review and provide input on the Consolidated Plan/Annual Plan Update and <br /> 23 Performance Report. <br /> 24 • Review and approve changes to the Housing Authority policies, including revisions to <br /> 25 the Administrative Plan in order to enhance program efficiency, compliance with U.S. <br /> 26 Department of Housing and Urban Development (HUD) requirements, as well as meet <br /> 27 program participants' needs. <br /> 28 • Review of the Section 8 Management Assessment (SEMAP) before its submission to <br /> 29 HUD. <br /> 30 • Continue participation in landlord engagement events and activities in an effort to <br /> 31 increase landlord participation in the HCV Program. <br /> 32 • Work with staff to increase HCV participants utilization of the voucher for <br /> 33 homeownership opportunities. <br /> 34 • Continue educating County residents and the BOCC on the changing landscape for <br /> 35 Housing Authorities, various new regulations and their ramifications on the County's <br /> 36 HCV Program. <br /> 37 • Ongoing advocacy on behalf of low-income individuals and families in need of <br /> 38 sustainable housing solutions <br /> 39 <br /> 40 Commissioner Dorosin said there is some overlapping membership with the Housing <br /> 41 Authority and the AHAB, which is somewhat redundant, and asked if there is any thought to <br /> 42 consolidating these two boards. <br /> 43 Tammy Jacobs said that was one of their reasons for meeting with the AHAB, in order to <br /> 44 identify what they do individually and what they can do collectively. <br /> 45 Commissioner Dorosin said Carrboro and Chapel Hill both have housing boards, and if <br /> 46 the goal is a unified vision, then the County should be speaking with a unified voice. He said he <br /> 47 knows there are different statutory issues. <br /> 48 John Roberts said the HA is a non-profit organization, and not an advisory board. He <br /> 49 said all local jurisdictions could work directly with the HA, but the AHAB and HA cannot be <br /> 50 combined as they are not two boards. <br />
