1 <br /> ORD-2019-014 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 2, 2019 <br /> Action Agenda <br /> Item No. 8-i <br /> SUBJECT: Approval of Budget Amendment #7-D for Initiation of the Repairs/Reconstruction <br /> of the John Link Jr. Government Services Building <br /> DEPARTMENT: Asset Management Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Budget Summary Angel Barnes, Capital Projects Manager, <br /> 919-245-2628 <br /> Travis Myren, Deputy County Manager, <br /> 919-245-2308 <br /> PURPOSE: To approve an initial project budget for the initiation of the repair and reconstruction <br /> of the John Link Jr. Government Services Building and to approve Budget Amendment #7-D to <br /> finance design services and ancillary costs related to the containment of affected areas. An <br /> additional budget amendment will be required to finance the remediation, repair, and <br /> construction work. <br /> BACKGROUND: The John Link Jr. Government Services building has been experiencing water <br /> intrusion around the stone band that surrounds the exterior of the facility. Heavy rains and <br /> storms throughout 2018 caused repeated water intrusion around the stone band into the facility. <br /> The persistent presence of moisture caused organic growth within the ceiling cavity of the <br /> facility. The growth present is currently contained above the drop ceiling, and preventive <br /> measures have been taken to prevent further contamination. <br /> The initial project budget created by this abstract is for design services. The design services will <br /> culminate in a set of construction drawings that will be competitively bid. Once the results of <br /> those bids are received, another budget amendment will need to be processed to proceed with <br /> the remediation, repair, and reconstruction work specified in the construction documents. <br /> Since this project was not anticipated as part of the FY2018-19 Capital Budget, a budget <br /> amendment is necessary to finance this project. This budget amendment #7-D amends the <br /> following Capital Project Ordinances: <br /> Link Center Remediation Capital Project ($178,000) - Project#10069 <br /> Revenues for this project: <br /> Current FY 2018-19 FY 2018-19 <br /> FY 2018-19 Amendment Revised <br /> Alternative Financing $0 $178,000 $178,000 <br /> Total Project Funding $0 $178,000 $178,000 <br />
