6 <br /> People for Progress Committee <br /> Post Office Box 754 <br /> Mebane,North Carolina 27302 <br /> To: Craig Benedict, Orange County Planning Dir. <br /> Subject: Efland- Buckhorn Access Management Plan <br /> Date: March 25, 2019 <br /> The citizens/property owners of Orange County's Efland-Buckhorn community,members <br /> of the People for Progress Committee,and officers and members of Hunter's Chapel African <br /> Methodist Episcopal Church and Mount Moriah Missionary Baptist Church go on record in <br /> opposition to the proposed Traffic Separation Study (dated September 11, 2017) <br /> recommendations for Buckhorn Road and its vicinity. <br /> We met on March 12, 2019 at Mount Moriah Baptist Church.We were joined by Mr. Craig <br /> Benedict of the Orange County Planning Dept.and some of his staff members.They shared <br /> with us the proposed changes to the traffic patterns along Buckhorn Road,and how it could <br /> impact the community going forward.There was a lengthy discussion concerning the <br /> cemeteries,new traffic patterns,noise pollution, safety,property values,and displaced <br /> family homes. <br /> It is our opinion that the proposed Traffic Separation Study and the Extraterritorial <br /> jurisdiction (ETJ) of the city of Mebane is overreach and will only serve to erode and erase <br /> our community, culture, history and institutions. <br /> The property owners along the proposed traffic route (Buckhorn Road) are 95%black. The <br /> two churches have been in existence for over 279 years collectively and are a staple in the <br /> community. The proposed flyover will drastically impact our community in a negative way. <br /> We are asking that the proposed Traffic Separation Study for Buckhorn Road be removed <br /> from the plans and that closing the train crossing at Buckhorn Road is no longer an option. <br /> Further,we ask the Orange County Board of Commissioners for a Resolution honoring the <br /> wishes of our community, and that we can be assured that the Efland-Buckhorn-Mebane <br /> Access Management Plan will not surface in the long range plans for the Efland-Buckhorn <br /> community's residential and economic future. <br /> Respectfully submitted, <br /> Mrs. Na la Fearrington, Secretary <br /> Rev.Vernon P.
