4
ORANGE COUNTY
NORTH CAROLINA
AnimaC Services
1601 Eubanks Road I Chapel Hill, NC 27516 1 phone: (919)942-7387 1 fax: (919)918-2393
www.orangecountVnc.gov/animalservices
To: Donna Baker, Clerk, Board of County Commissioners and Thom Freeman, Assistant Deputy
Clerk, Board of County Commissioners
From: Bob Marotto, Animal Services Director
Re: Recommendations for Animal Services Advisory Board Vacancies
At its February 20, 2019 meeting, the Animal Services Advisory Board (ASAB) considered candidates for
positions being vacated on the board. On this basis, the board unanimously recommends the following
two individuals to the Board of County Commissioners for appointment to the ASAB:
• Casey Ferrell for position 6 (the at large non-municipal) position): Mr. Ferrell has had a long
term interest in Orange County Animal Services. Previously, he worked closely with staff to
communicate about the department's mission during his tenure as the News of Orange Editor.
He attended the meeting and described his interest in Animal Services and his experience in
marketing, consumer research and content development including work on pet owners and
their needs. He and board members also discussed the obligations and work of the ASAB.
• Lucia Welborne for position 9 (an animal welfare/animal advocacy position): Ms. Welborne
has long been an advocate for animal companions and she has varied experiences in the area of
animal welfare. Ms. Welborne has been a volunteer with several animal organizations including
Best Friends and the Animal Protection Society. She attended both the January and February
ASAB meeting and she and the board members discussed the obligations and work of the ASAB.
She holds a master's degree in Public Health.
Please don't hesitate to let me know if there is a need for additional information.
cc: Maureane Hoffman, Ph.D., MD, Chair, Animal Services Advisory Board
Molly Mullin, Ph.D., Vice Chair, Animal Services Advisory Board
