Contractors that are prequalified are allowed to submit bids on the project. <br /> Contractors that the Committee has denied prequalification have the opportunity to appeal. The <br /> first appeal is to the Prequalification Committee, and the second is to a Prequalification Official. <br /> The policy designates the County's Chief Financial Officer as the Prequalification Official. <br /> This process will allow the Construction Manager to establish a guaranteed maximum price <br /> (GMP) from subcontractors. Once the guaranteed maximum price is in place, the Construction <br /> Manager at Risk must manage and control construction costs to not exceed the GMP. Any <br /> costs that exceed the GMP that are not change orders directed by the owner are the financial <br /> liability of the Construction Manager at Risk. <br /> FINANCIAL IMPACT: The prequalification process is included in the Construction Manager at <br /> Risk fee. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the <br /> prequalification policy contained in Attachment 1. <br />
