ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 14, 2004 <br />Action Agenda <br />Item No.,~-~ <br />SUBJECT: CJPP Grant <br />DEPARTMENT: County Manager <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />NC Department of Correction Grant Award/ <br />Contract <br />INFORMATION CONTACT: <br />Moses Carey, BOCC & OCJP Chair <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To receive Criminal Justice Partnership Program (CJJPP) implementation grant <br />funds totaling $165,221 from the NC Department of Correction. <br />BACKGROUND: The NC Department of Correction has approved the annual grant proposal <br />submitted by the Orange-Chatham .Justice Partnership Advisory Board (OCJP), The purpose of <br />this award is to operate programs, identified by the OCJP, which address adult offenders <br />sentenced to intermediate sanctions, <br />With these grant dollars, the OCJP supports the pre-trial release program, This program, <br />administered through contractual arrangements with Orange-Chatham Alternative Sentencing, <br />addresses jail overcrowding by moving inmate-related data expeditiously through the criminal <br />justice system. In addition, the OCJP supports a continuum of services for this population, <br />Such treatment programs are provided through contracts with Freedom House Recovery Center <br />far intensive outpatient treatment services and Project Turn Around far intensive substance <br />abuse counseling services to CJPP-eligible youthful offenders, <br />Although the County received the grant notification in July 2004, contractual funds totaling <br />$44,401 were deemed unallocated by the State office, These funds were specifically targeted <br />to one of the contract agencies, Project Turn Around, After several attempts by staff and the <br />program consultant to revise the contract in accordance with the state's revisions, <br />Commissioner Carey, Chair of the OCJP, contacted Sam Boyd, the director of the NC C.1PP. <br />This contact resulted in the staff's ability to expedite this issue and bring the matter before the <br />Board at this time. <br />It should be noted that during this delay, and in order to provide for the continuation of <br />uninterrupted services, the County has advanced funding to the contract agencies in <br />anticipation of final contract approval and reimbursement from the State. <br />
