(S&ME), appreciates the opportunity to provide this work plan and cost estimate to conduct additional <br /> Remedial Investigation activities at the Hillsborough Dump site in Hillsborough, North Carolina. This work plan <br /> presents our understanding of the project,a proposed scope of services,an estimated project budget and <br /> schedule. These services will be performed according to the terms of the Consulting Services Agreement, dated <br /> November 20,2018, between the Orange County and S&ME. We understand Orange County wi11 issue a Task <br /> Authorization or Purchase Order as acceptance of this proposed work plan and cost estimate. <br /> ,> Project Background <br /> S&ME has conducted First Phase Assessment activities (October 2017 through December 2017)and Waste <br /> Delineation activities(May and September,2018)at the Hillsborough Dump site for Orange County(hereafter"the <br /> County"). Tom Davis of the County requested S&ME provide a work plan and cost estimate to perform additional <br /> services needed to further delineate and characterize contamination the site. This work plan and cost estimate <br /> should be considered an additional phase of a multiple stage approach to contaminant delineation for the site. <br /> Information provided in the NCDEQ's Guidelines for Addressing Pre-Regulatory Landfills and bumps,dated <br /> November 2015 form the basis of this work plan and cost estimate. This work plan and cost estimate should be <br /> submitted to, and approved by,the DEQ Pre-Regulatory Landfill Unit for the described services to be eligible for <br /> cost reimbursement by DEQ. <br /> •.> Scope of Services <br /> S&ME proposes the following Scope of Services for the Remedial investigation—Groundwater Assessment <br /> (483DP-7,8 and 9) at the Hillsborough Dump site.These services will be performed in general accordance with <br /> NC DEQ inactive Hazardous Sites Program guidance documents: Guidelines for Addressing Pre-Regulatory Landfills <br /> and Dumps,dated November 2015, Guidelines for Assessment and Cleanup,dated October 2015,and S&ME's <br /> S&ME,Inc.13201 Spring Forest Road I Raleigh,NC 276161 p 919.872.2660 1 www.smeinc.com <br />
