Award the bid and approve a construction contract to J.F. Wilkerson Contracting of <br /> Morrisville, NC, in the amount of $4,016,545.74 for the installation of Buckhorn Mebane <br /> Utilities Phase 2 water and sanitary sewer system; <br /> 2.) Approve Budget Amendment#3-C for $1,016,546; <br /> 3.) Authorize the financing of the project and payment of debt service using the 1/4 cent <br /> sales tax revenue; <br /> 4.) Authorize the Chair to sign the contract on behalf of the Board of County <br /> Commissioners, subject to final review by the County Attorney; and <br /> 5.) Authorize the Manager to execute individual change orders within the limit of the <br /> Manager's authority ($250,000) up to the extent of the project budget. <br />
