8 <br /> Carrboro Transition Area Representative to the Carrboro Planning Board <br /> To: Orange County Board of Commissioners <br /> From: Susan Poulton <br /> Last year's report included an update on the Zinns' (Parker Louis, LLC) request for a <br /> conditional zoning and annexation of two adjacent properties along Homestead Road, <br /> 905 and 921. Both requests were approved and the Zinns are now in the review <br /> process for the conditional use permit. The Zinns are also working to submit an <br /> application to rezone property at the northeast corner of NC Old 86 and Eubanks Road <br /> to a Site Specific, Flexible Development District (FLX). They have indicated that they <br /> will submit a request for voluntary annexation for that property as well. <br /> The Lloyd Farm conditional zoning was approved in the fall, and the applicants are <br /> working toward the submittal of a conditional use permit for the first phase of <br /> construction which includes the anchor tenant (grocery store), energy center (gas <br /> station), event center (open space) and the main commercial buildings across from the <br /> anchor tenant. <br /> The Town is with working with the Town of Chapel Hill on the Rogers Road Zoning <br /> analysis as part of implementation of Mapping our Community's Future report. <br /> With regard to greenways: the Phase 1 B of the Bolin Creek Greenway, also known as <br /> the Homestead Road-Chapel Hill High School Multi-Use Path is nearing completion, <br /> and the kick-off for the Jones Creek Greenway design was held in late January. This is <br /> the short segment that will connect Lake Hogan Farms Road with the County's Jones <br /> Creek Greenway. <br /> Some of the other projects may not be quite as much of interest to the County: the <br /> adoption of text amendments to create, and subsequent rezoning of an overlay district <br /> for the Lloyd-Broad neighborhood to guide future development to be compatible with <br /> existing buildings: the Zinn's CUP application for the Beaumont development along <br /> Smith Level Road. <br /> • Approval of the Chan live-work units along Jones Ferry Road. <br /> • Approval of the Wildflower Learning Daycare Facility. <br />
