<br />manufactured homes are to be affixed (including, at a minimum, the installation of utilities, the
<br />construction of streets, and either final site grading or the pouring of concrete pads) completed before
<br />March 16, 1981,

<br />Flood and, flooding means a general and temporary condition of paztial or complete inundation of
<br />nornlally dry land areas from the overflow of inland or tidal waters and the unusual and rapid
<br />accmnulation of runoff of surface waters from any source.
<br />Flood boundar'y and floodwar n:ap (FBFM) means an official map of an Orange County,
<br />issued by the FEMA, on which FEMA has delineated the Special Flood Hazard Areas and the
<br />floodwavs. This official map is a supplement to and shall be used in coniunction with the FIRM.
<br />Flood 17azard bourzdmy map (FHBM) means an official map of a Orange County, issued by the
<br />Federal Emergency Management Agency, where the boundaries of the Special Flood Hazard Areas have
<br />been defined as Zone A.
