38 <br />Administrative Procedures Regarding the Application of Flood <br />Damage Prevention <br />A floodplain development permit, conforming to the provisions of the Flood <br />Damage Prevention Ordinance, shall be required before the commencement of <br />any development activities within Special Flood Hazard Areas. No structure or <br />land within a Special Flood Hazard Area in Orange County shall hereafter be <br />located, extended, converted, altered, or developed in any way without full <br />compliance with the terms of the Flood Damage Prevention Ordinance and other <br />applicable regulations <br />Floodplain development permit and certification requirements. <br />1. Plans and Application requirements. Contractors or owners shall make <br />application on furnished forms for a floodplain development permit to the <br />Floodplain Administrator before any development activities within flood prone <br />areas commence and building permit review commences. To apply far a <br />floodplain development permit, the following information shall be presented to <br />the Floodplain Administrator <br />a. A plot plan drawn to scale which shall include, but shall not be limited to, <br />the following specific details of the proposed floodplain development: <br />i. The nature, location, dimensions, and elevations of the area of <br />development/disturbance; existing and proposed structures, utility <br />systems, grading/pavement areas, fill materials, storage areas, <br />drainage facilities, and other development; <br />ii. The boundary of the Special Flood Hazard Areas (SFHA) as <br />delineated on the Flood Insurance Rate Map (FIRM) or other flood <br />map or a statement that the entire lot is within the SFHAs; <br />iii. Flood zone(s) designation of the proposed development area as <br />determined on the FIRM or other flood map; <br />iv. The boundary of the floodway(s) or non-encroachment area(s); <br />v. The Base Flood Elevation (BFE); <br />vi. The old and new location of any watercourse that will be altered or <br />relocated as a result of proposed development; <br />vii. Preparation of the plot plan by or under the direct supervision of a <br />North Carolina licensed professional land surveyor or professional <br />engineer who certifies it. <br />b.
