New and replacement sanitary sewage systems shall be designed to minimize or eliminate <br />infiltration of floodwaters into the systems and discharges from the systems into floodwaters. <br />7, On-site waste disposal systems shall be located and constructed to avoid impairment to them <br />or contannination from them during flooding. <br />8, Any alteration, repair, reconstruction, or improvements to a structure, which complies with <br />the provisions of this Ordinance, shall meet the requirements of "new construction" as <br />contained in this Ordinance. <br />9. Non-conforming buildings or uses or other development may not be enlarged, replaced, or <br />rebuilt unless such enlargement or reconstruction is accomplished conforning to the <br />provisions of this Ordinance. Provided, however, nothing in this Ordinance shall prevent the <br />repair, reconstruction, or replacement of a building or structure existing on the effective date <br />of this Ordinance and located totally or partially within the floodway zone; non- <br />encroachment area or stream setbackE- provided that the bulls of the building or structure <br />below the regulatory flood protection elevation in the floodway earns, non-encroachment <br />area or stream setback is not increased and i€ provided that such repau', reconstruction, or <br />replacement meets all of the other requirements of this Ordinance. <br />10. New solid waste disposal facilities hazardous waste management facilities, salvage <br />yards, and chemical storage facilities shall not be permitted in SI+'I~As. <br />11. A structun°e or tank for chemical or fuel storage incidental to an allowed use or to the <br />operation of a water treatment plant or wastewater treatment facility may be located in <br />a SFHA only if the structure or tank is either elevated or flood proofed to at least the <br />reQulatorv flood protection elevation and cert~ed according to Section 42-68(3) of this <br />Ordinance. <br />12. Storage of the_following chemical compounds shall be prohibited within SFHAs: <br />a) Acetone, m) Phosphorus, <br />b) Ammonia, n) Potassium, <br />c) Benzene, o) Sodium, <br />d) Calcium carbide, p) Sulfur, <br />e) Carbon disulfide, q) Acetylene gas, <br />f) Celluloid, r) Gasoline, <br />g) Chlorine, s) Anv petroleum product, <br />h) Hydrochloric acid, t) Lumber, and <br />i) Prussic acid, u) Charcoal or coal dust. <br />j) Magnesium, <br />k) Nitric acid, <br />1) Oxides of nitrogen, <br />13. Hospital nursin¢ homes foster care facilities sheriff s facilities, fire stations, <br />emergency operations centers, and vehicle and equipment storage facilities shall not be <br />permitted in SFHAs. <br />14. Any inhabited structure within any SFHA shall leave unobstructed, dry access during a <br />regulatory flood event. <br />I5.
