8 <br />Memorandum <br />To: Board of Commissioners <br />John Link, County Manager <br />From: David Stancil, E &RC Director <br />Date: November 22, 2004 <br />Re: Twin Creeks (Moniese Nomp *) Park and Educational Campus — <br />Follow -up Report from June 8 Discussion <br />On June 8th, the Board considered the proposed master plan for the Twin Creeks <br />(Moniese Nomp *) Park and Educational Campus, The Board asked staff to <br />explore and /or evaluate several components of the project and report back: <br />1. Convey Smart Growth for Schools principles to the Chapel Hill - Carrboro <br />City Schools (CHCCS) <br />2. Ask CHCCS for a timetable for the construction and opening of the <br />planned Elementary School #10, as well as any infrastructure construction <br />estimates generated to date <br />3. Create an alternative design scenario focused on addressing smart growth <br />for school construction and shared facilities <br />4. Hold an open house /public input session on the plans for the site <br />5. Prepare a report evaluating projected water and sewer demand from the <br />site, and to develop park construction cost estimates <br />6. Discuss with Chapel Hill Transit potential future service to the site (both <br />park and educational campus), and <br />T Begin the process of preparing a Conditional Use Permit application for <br />submittal to the Town of Carrboro <br />The sections that follow summarize the work of staff to date on these topics. <br />Note.: In recent weeks, a proposal to redesign the site orienting the schools and <br />park in a different configuration has been proposed This concept was originally <br />suggested in the additional comments solicited at the conclusion of the <br />CHATPEC Master Plan Work Group process, but was not examined as it was <br />inconsistent with the Board's adopted charge to the Work Group..
