1_;�'l To: Board of Commissioners John Link, County Manager From: David Stancil, E &RC Director Date: December 1, 2004 Re: Preliminary Review - "Citizen Plan #3" On November 23rd, staff received an email from Matthew Barton, who served on the CHATPEC Work Group, regarding a proposed re- design of the Twin Creeks site. This redesign, referred to as "Citizen Plan #3," appears to essentially invert the existing plan by moving the schools campus to the southern portion of the site and shifting the park to the northern portion of the property. Given the recent notice of this new plan, staff has not had sufficient time to thoroughly examine the proposal or offer definitive comments, The following may serve as preliminary comments based on our cursory review to date. The plan, along with maps and supporting materials, is provided as Attachment B. Background The CHATPEC Work Group, appointed by the Board of Commissioners in May 2002, was comprised of 23 persons including: Appointed by Orange County: 2 County Commissioners (Work Group Co- Chairs) 3 citizens at -large 1 Commission for the Environment member 1 Recreation and Parks Advisory Council member • 2 Intergovernmental Parks Work Group members • Duke Forest Resource Manager • 1 Carrboro Northern Transition Area Committee member 1 Orange County Planning Board member 2 Chapel Hill - Carrboro City Schools parents • 1 Orange County Schools parent Appointed by the Chapel Hill - Carrboro City Schools Board, • 2 CHCCS School Board members Appointed by the Town of Carrboro: • 1 Carrboro Alderman • 1 Carrboro Parks and Recreation Commission member Appointed by the Town of Chapel Hill, • 1 Chapel Hill Town Council member • 1 Chapel Hill Parks and Recreation Commission member • 1 Chapel Hill Greenways Commission member
