NCDOT -._'agreed to construct the sidewalks but only after there is an agreement between NCDOT and a local government accepting maintenance responsibility for the sidewalks. As part of my review and research I have had telephone conversations with Ralph ~'-, winos, attorney for the Town of Chapel Hill and Mike Brough, ~.~tcrney for the Town of Carrboro. Counties are not authorized by North Carolina 1,aw to ~ezstruct, maintain or be otherwise responsible for public roads -_ =^-A-a7.ks. Cities and towns, on the other hand, are authorized - vv-,stxuct, maintain and be responsible for public streets and sidewalks but, as a general rule, only within their corporate limits.
