NCDOT <br />-._'agreed to construct the sidewalks but only after there is an <br />agreement between NCDOT and a local government accepting <br />maintenance responsibility for the sidewalks. As part of my <br />review and research I have had telephone conversations with Ralph <br />~'-, winos, attorney for the Town of Chapel Hill and Mike Brough, <br />~.~tcrney for the Town of Carrboro. <br />Counties are not authorized by North Carolina 1,aw to <br />~ezstruct, maintain or be otherwise responsible for public roads <br />-_ =^-A-a7.ks. Cities and towns, on the other hand, are authorized <br />- vv-,stxuct, maintain and be responsible for public streets and <br />sidewalks but, as a general rule, only within their corporate <br />limits. <br />
