28 <br /> 1 Commissioner Marcoplos said this needs to be worded that the Board will decide <br /> 2 later, as there is not way to know if the analysis is needed without having the numbers. <br /> 3 Commissioner McKee said his additional wording covers that. <br /> 4 Chair Rich asked what would happen if numbers are not ready by March 7t" <br /> 5 Travis Myren said that would be a more precarious situation in regards to the <br /> 6 timeline, and perhaps the Board may want to wait until the 7t" <br /> 7 Chair Rich asked if waiting until the 7t" would change anything, or does the staff <br /> 8 need a plan to move forward with Davenport. <br /> 9 Travis McKee said the authority to move forward with Davenport would be <br /> 10 needed/helpful only if the financial numbers come to staff before the March 7t" meeting. <br /> 11 Commissioner Marcoplos said he does not want another Alice in Wonderland <br /> 12 scenario where the Board issues a resolution reaffirming one that it has already made. He <br /> 13 said if the Board does not clearly state the exact situation it is in —that the numbers do not <br /> 14 yet exist and that there may be a time crunch one they are received — it will lead to public <br /> 15 confusion and frustration. <br /> 16 Commissioner Greene said she is now concerned about timeframe, and if the <br /> 17 Board commits to analysis that time really does not allow for, would the Board jeopardize <br /> 18 the April 30t" deadline. <br /> 19 Commissioner Marcoplos asked if the Board could possibly commit to a Davenport <br /> 20 analysis, reserving the right to not proceed as the numbers may give all the answers <br /> 21 everyone is seeking. <br /> 22 Commissioner Dorosin clarified that the time crunch is not getting Davenport to do <br /> 23 the work, but rather making sure the numbers are received in the first place, and it is <br /> 24 expected that the numbers will be received on March 7th at the latest. <br /> 25 Commissioner Dorosin said to make it clear in motion that the Board reserves the <br /> 26 right to cancel the retainer, at no cost, and not proceed with Davenport. <br /> 27 Commissioner Marcoplos said it is a desire to be prepared to hire Davenport, if <br /> 28 necessary, but not a promise to do so, as Davenport's services may not be necessary. <br /> 29 Commissioner McKee said he would accept this as a friendly amendment. <br /> 30 Commissioner Greene said she sees this as authorizing the Manager to act, not <br /> 31 requiring the Manager to act. <br /> 32 Commissioner Bedford said she agrees. <br /> 33 Commissioner McKee said the Board was supposed to receive these numbers last <br /> 34 Friday, which did not happen. He said the Board does not known when these numbers will <br /> 35 be received. He said his only concern is if the information should be received tomorrow, <br /> 36 that nothing can happen until March 7cn <br /> 37 Chair Rich said Travis Myren can keep the Board informed, and the numbers are <br /> 38 coming from the FTA not GoTriangle. <br /> 39 Commissioner McKee accepted Commissioner Dorosin's friendly amendment to <br /> 40 reserve the right to cancel at no cost. <br /> 41 Commissioner Marcoplos said it is not as simple as when the numbers drop, it is <br /> 42 also when the Board is able to take advantage of the financial experts who are already <br /> 43 involved in this project. <br /> 44 Commissioner McKee said he agrees, and if the numbers drop tomorrow morning, <br /> 45 those financial experts should be engaged immediately. <br /> 46 Commissioner Marcoplos said it may take a few days, and this is an essential part <br /> 47 of the process, unless the Board just wants to throw money around. <br /> 48 Commissioner McKee said he has no desire to toss money out until, and unless, the <br /> 49 numbers are available. <br />
