She would like to compare <br /> 10 Davenport's analysis form 2017 with one of current numbers, once these numbers are <br /> 11 received. She said if Durham is hiring an outside firm, it seems to support the hiring of <br /> 12 Davenport once there are numbers. <br /> 13 Commissioner Bedford encouraged the Board to pass this resolution, and it is not <br /> 14 about terminating the project, but rather understanding the numbers as a new cost share <br /> 15 agreement is negotiated. <br /> 16 Commissioner Marcoplos said a lot of these questions were answered in the <br /> 17 original analysis. He said Orange County is not going to pay the numbers they are dealing <br /> 18 with now, and it is wise to wait and see what will affect Orange County when the <br /> 19 information on any of these additional costs is received. <br /> 20 Commissioner Marcoplos said this financial burden is not on Orange County, and <br /> 21 he recommends not pre-authorizing any analysis by Davenport, but wait and see what the <br /> 22 numbers say. <br /> 23 Commissioner Bedford said Orange County is responsible for the interest, and if the <br /> 24 costs go up (even if these costs are assumed by Durham), Orange County is still <br /> 25 responsible for the interest according to the cost sharing agreement. <br /> 26 Commissioner Marcoplos said if costs go up, there would be a new cost share <br /> 27 agreement and Durham will cover the costs. <br /> 28 Commissioner Bedford said if that is in the writing then Davenport is not needed, <br /> 29 but if it is not in the writing then Davenport is needed. <br /> 30 Commissioner Marcoplos said the Durham Commissioners understand very clearly <br /> 31 that Orange County will not put forth any more money. <br /> 32 Chair Rich said when the State said it would not cover the money, the cost share <br /> 33 agreement was going to be redone as Durham would pick up additional costs and interest. <br /> 34 She said it all ties together that everyone is waiting on the numbers so that the cost share <br /> 35 agreement can be rewritten. <br /> 36 Chair Rich said the whole Board agreed to not surpass $149.5 million, and no one <br /> 37 asked the Board to do so. She said an additional resolution seems unnecessary. She said <br /> 38 she is fine with keeping Davenport on hold, and when the numbers come back it will be <br /> 39 obvious if this can proceed or not. She said it will be especially obvious to Durham if it will <br /> 40 be able to proceed. She said she does not want to get locked into something with <br /> 41 Davenport, and she does not want to endanger the very tight timeline. <br /> 42 Chair Rich said the Board signed an agreement, which was a result of many <br /> 43 meetings, to cap the amount Orange County will spend, and no one has asked the Board <br /> 44 to change this agreement. <br /> 45 Commissioner McKee said no one has asked us to change the agreement, but <br /> 46 these changes amount to a 5% change, which triggers a material change; therefore, the <br /> 47 current cost share agreement is not worth anything, as it has to be renegotiated. <br /> 48 Commissioner McKee asked if Commissioner Marcoplos and Chair Rich are saying <br /> 49 that Durham will definitively pick up the $81 million through the middle of Durham, the $90 <br />
