20 <br /> 1 a) Provide local school systems with calendar flexibility, including the opportunity to align with <br /> 2 nearby community college schedules; <br /> 3 b) Provide full funding for State allotments including Average Daily Membership (ADM) growth, <br /> 4 and support legislation to provide for an overall increase in funding based on average daily <br /> 5 memberships outside of the current formula system; <br /> 6 c) Impose class size reductions commensurate with State funding for staffing; and <br /> 7 d) Provide additional revenue options, including a statewide bond and lottery proceeds, to <br /> 8 equitably address statewide public school and community college capital challenges and meet <br /> 9 identified needs. <br /> 10 <br /> 11 Expansion of Medicaid Program — Support legislation to increase access to the Medicaid <br /> 12 program to make health insurance available to approximately 500,000 more North Carolina <br /> 13 residents and as additional support for rural hospitals. <br /> 14 <br /> 15 Minimum Wage Increase — Support legislation to raise the minimum wage to enhance <br /> 16 people's economic security, improve access to safe and secure housing, boost the economy <br /> 17 with increased spending, decrease dependence on government assistance programs, and <br /> 18 improve the lives of families. <br /> 19 <br /> 20 Mental Health Funding — Seek legislation that: <br /> 21 a) provides adequate State-funded mental health, developmental disability, and substance <br /> 22 abuse services and facilities at the local level, accessible and affordable to all residents and <br /> 23 that sufficient state resources fund service provision costs inclusive of sufficient crisis <br /> 24 intervention and treatment, and to structure appropriate county participation in governance; and <br /> 25 b) provides funding to develop and implement a plan to reduce the number of people with <br /> 26 mental health issues in countyjails (See EXHIBIT A— National Association of Counties (NACo) <br /> 27 Stepping Up Initiative); <br /> 28 <br /> 29 Non-Partisan Redistricting Process for Elections — Support legislation to establish a <br /> 30 process for an independent, non-partisan redistricting process after each United States Census <br /> 31 for the election of representatives from North Carolina to the United States House of <br /> 32 Representatives, the North Carolina House, and the North Carolina Senate; <br /> 33 <br /> 34 Criminal Justice Reform/Juvenile Jurisdiction — Support legislation to develop and fund a <br /> 35 plan to: <br /> 36 a) help reduce unnecessary charges and arrests by expanding the use of pre-arrest diversion <br /> 37 and the issuance of citations or summons, replace reliance on money bail with non-financial <br /> 38 conditions of release such as written promises to appear, or the least restrictive available <br /> 39 conditions, and restrict detention to the small number of people for whom no condition or <br /> 40 combination of conditions can reasonably assure appearance in court and public safety, reduce <br /> 41 disparity within the pretrial justice system; support the collection of local data regarding pre-trial <br /> 42 release outcomes; and increased funding for pre-trial release supervision programs that utilize <br /> 43 evidence-based best practices; and <br /> 44 b) address developmentally inappropriate limits on juvenile court jurisdiction, demographic and <br /> 45 geographic disparities, inadequate representation in juvenile court, unnecessary juvenile <br /> 46 detention, lifelong collateral consequences stemming from juvenile court involvement, and <br /> 47 punitive school policies and practices that push students into the court system. <br /> 48 <br /> 49 Commissioner Marcoplos said he would like to propose good agricultural practices <br /> 50 (GAP) certification, which is a certification process that farmers can go through regarding <br />
