17 <br /> 1 WHEREAS, the Greene Tract is part of the Historic Rogers Road Neighborhood where the <br /> 2 Towns of Chapel Hill and Carrboro are researching market development potential and <br /> 3 zoning constraints to implement a planning program in the overall area; and <br /> 4 <br /> 5 WHEREAS, over the last 16 years, various joint planning studies, including the Historic <br /> 6 Rogers Road Task Force Report and Mapping Our Community's Future, and collaborations <br /> 7 with the community and school district have suggested land use and acreage needs; and <br /> 8 <br /> 9 WHEREAS, Mayors for Carrboro and Chapel Hill and the Orange County Board of <br /> 10 Commissioner Chair agreed to jointly pursue an update to the 2002 Resolution and have <br /> 11 been meeting with respective management and supporting staff, as suggested by the <br /> 12 elected officials at an Assembly of Governments meeting in 2017, to determine next steps <br /> 13 for preservation and development of the Greene Tract, and <br /> 14 <br /> 15 WHEREAS, analysis of the Greene Tract's past, present, and future identified the following <br /> 16 land use needs and goals: <br /> 17 • Preserve valuable environmental features and corridors <br /> 18 • Protect historical and cultural resources <br /> 19 • Promote cost effective infrastructure <br /> 20 • Incorporate school and recreation site <br /> 21 • Earmark development areas for mixed income housing and mixed use potential <br /> 22 <br /> 23 WHEREAS, the staff work group considered direction from the respective governing <br /> 24 boards, specialized staff, housing partners, and community in developing a conceptual plan <br /> 25 for the Greene Tract; <br /> 26 <br /> 27 NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of <br /> 28 Commissioners: <br /> 29 1. Approve the accompanying map to modify the existing county owned (60 acres) and <br /> 30 joint owned (104 acres) portions of the Greene Tract as shown in Exhibit 1. <br /> 31 2. Approve the accompanying conceptual master plan as shown in Exhibit 1 for the joint <br /> 32 owned portion of the Greene Tract, not deeded exclusively to Orange County, which <br /> 33 designates the following: <br /> 34 • Approximately 22 acres for joint preserve <br /> 35 • Approximately 11 acres for public school site <br /> 36 • Approximately 4 acres for public recreational facility site <br /> 37 Approximately 67 acres for housing/mixed use <br /> 38 3. Authorize the exchange of acreage from Joint owned to County owned and County <br /> 39 owned to Joint owned commencing the recombination process as illustrated in Exhibit <br /> 40 2. <br /> 41 4. Explore protecting the areas shown on the conceptual plan as Joint Owned Preserve <br /> 42 and Headwaters Preserve <br /> 43 5. Solicit input from the public and respective governing boards regarding land use and <br /> 44 mixed income housing needs during the master plan process. <br /> 45 <br /> 46 This the 19t" day of February, 2019. <br /> 47 <br /> 48 A motion was made by Commissioner McKee, seconded by Commissioner <br /> 49 Marcoplos for the Board to approve the Greene Tract resolution and conceptual plan <br />
