A small portion of the park has already been developed, <br />but an expansion of the park is planned over the next few years as a cooperative project <br />between the two jurisdictions. Information collected from the survey will be used for siting park <br />facilities and for identifying areas of historic and cultural interest for interpretation. <br />The survey will be comprised of the following principal components: (a) background research, <br />(h) an intensive surface and subsurface investigation of the areas of the park identified for <br />active recreation, (c) a reconnaissance survey of the areas of the park intended for passive <br />recreation, and (d) a reporting of results. A final report will be submitted to Orange County in <br />February 2005. The contractor will present its findings to the Fairview Master Plan Work Group. <br />Orange County received two proposals in response to an October 11 request for proposals <br />(RFP). After a thorough evaluation of the proposals and consultation with the Purchasing <br />department, ERCD recommends awarding the contract to Environmental Services, Inc. This <br />firm's strong proposal, high level of experience, and cost of services make them our first choice. <br />A more detailed evaluation of the proposals is available from ERCD. <br />FINANCIAL IMPACT: The projected cast of the survey is $3,425. Funding exists in the current <br />budget by way of an appropriation from the November 2001 bonds far this project. <br />RECOMMENDATION(S): The Manager recommends that the BOCC approve the contract and <br />authorize the Chair to sign, subject to final review by staff and County Attorney, for completion <br />of a cultural and archaeological survey of Fairview Park.. <br />
