ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: December 6, 2004
Action Agenda
Item No. S - ~
SUBJECT: Contract for a Cultural and Archaeological Survey of Fairview Park
DEPARTMENT: ERCD, Purchasing PUBLIC HEARING: (YIN) No
ATTACHMENT(S):
Request far Proposals
Consultant Proposal
INFORMATION CONTACT:
David Stancil, ext 2590
Pam Jones, ext 2650
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider awarding a contract to Environmental Services, Inc. for a survey of
cultural and archaeological resources on the 67-acre property owned by Orange County and the
Town of Hillsborough for an expansion of Fairview Park.
BACKGROUND: Orange County is seeking a qualified and experienced firm to conduct a survey
of cultural and archaeological resources within Fairview Park, which is owned by Orange
County and the Town of Hillsborough. A small portion of the park has already been developed,
but an expansion of the park is planned over the next few years as a cooperative project
between the two jurisdictions. Information collected from the survey will be used for siting park
facilities and for identifying areas of historic and cultural interest for interpretation.
The survey will be comprised of the following principal components: (a) background research,
(h) an intensive surface and subsurface investigation of the areas of the park identified for
active recreation, (c) a reconnaissance survey of the areas of the park intended for passive
recreation, and (d) a reporting of results. A final report will be submitted to Orange County in
February 2005. The contractor will present its findings to the Fairview Master Plan Work Group.
Orange County received two proposals in response to an October 11 request for proposals
(RFP). After a thorough evaluation of the proposals and consultation with the Purchasing
department, ERCD recommends awarding the contract to Environmental Services, Inc. This
firm's strong proposal, high level of experience, and cost of services make them our first choice.
A more detailed evaluation of the proposals is available from ERCD.
FINANCIAL IMPACT: The projected cast of the survey is $3,425. Funding exists in the current
budget by way of an appropriation from the November 2001 bonds far this project.
RECOMMENDATION(S): The Manager recommends that the BOCC approve the contract and
authorize the Chair to sign, subject to final review by staff and County Attorney, for completion
of a cultural and archaeological survey of Fairview Park..
