ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 6, 2004 <br />Action Agenda <br />Item No. s- <br />SUBJECT: Bid Award: Paving of Access Road at Orange County Landfill <br />DEPARTMENT: Purchasing Department PUBLIC HEARING: (Y/N) No <br />and Solid Waste Management <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Bid Tabulation Gayle Wilson, 968-2885 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider awarding a bid to Barrett, Irvin & Jordan Construction, Inc, of Durham, North <br />Carolina to pave the access road at the Orange County Landfill. <br />BACKGROUND: The 2004-2005 Solid Waste budget includes funds to pave the access road to the <br />landfill, The paving will begin just east of the weigh station and will end in front of the Household <br />Hazardous Waste (HHW) shed. The road will remain closed and traffic re-routed while the work is <br />being done. Currently, the road is covered with gravel, must be watered regularly to control dust, and <br />requires occasional grading and periodic addition of new gravel, The constant dust creates a health <br />issue far workers at the HHW site as well as a nuisance for customers. <br />Staff from the Purchasing Department and Solid Waste Management Department, with assistance <br />from the County's consulting engineering firm Draper Aden Associates, developed specifications for <br />the project. Fifteen vendors were solicited for Orange County's bid number 1417. Two vendors <br />attended apre-bid conference and three vendors submitted bids. Pursuant to the attached bid <br />tabulation, Barrett, Irvin & Jordan Construction, Inc.. of Durham, North Carolina submitted the lowest <br />responsible bid that was responsive at a cost of $50,665.. <br />FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $50,665. <br />Sufficient funds were allocated within the FY 2004-2005 Solid Waste budget, <br />RECOMMENDATION(S): The Manager recommends that the Board: award bid number 1417 to <br />Barrett, Irvin & Jordan Construction, Inc. of Durham, North Carolina at a cost of $50,665; and <br />authorize the Purchasing Director to execute the necessary paperwork. <br />
