ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 6, 2004 <br />Action Agenda <br />Item No. 5.- j <br />SUBJECT: Active Seniors Project Agreement with TJCOG <br />DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Agreement <br />Grant Proposal <br />INFORMATION CONTACT: <br />Rosemary Summers, ext 2411 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve an agreement with the Triangle .l Council of Governments (TJCOG) <br />for the services of a regional planner and other project costs to determine the walkability of trails <br />surrounding the Southern Human Services Senior Center site. <br />BACKGROUND: The Orange County Health Department was awarded one-time competitive <br />fronds totaling $19,710 for FY 2004-2005 from the NC Department of Health and Human <br />Services (DHHS) to support a project that would increase physical activity far seniors. Ellen <br />Young, the Health Promotion Coordinator and representative to the Active Living by Design <br />Grant Project awarded to the town of Chapel Hill, pulled together a planning group that included <br />the Orange County Department on Aging and the Triangle J Council of Governments. This <br />project will bring together public health educators, land use planners, recreation planners, and <br />senior services professionals to work with senior citizens and other local residents to promote <br />physical activity in the neighborhood surrounding the planned new Southern Orange County <br />Senior Center, the existing Southern Human Services Center, and Homestead Community <br />Park. Other agencies and organizations such as Cooperative Extension may participate as the <br />project develops further. <br />Project outputs as detailed in the attached proposal submitted to DHHS include the formation of <br />community residents' project teams, walkability/bikeability assessments, development of a <br />Walking Trail Map, development of a toolkit for project replication, and a demonstration Project <br />Report with recommendations and findings. TJCOG will be responsible for the following project <br />outputs: <br />• Conducting a review of all relevant local plans and preparing a summary document of <br />findings by .January 2005. <br />• Preparing a GIS-based map of current and planned facilities and potential physical <br />activity sites in a radius to be determined around the planned Southern Senior Center by <br />January 2005. <br />
