<br />Minutes of the Board of County Comsussioners
<br />November 3, 1958
<br />The Orange County Hoard oL Cpmsissipners met in regular session on Monday, November 3, 1958,
<br />they convened as a Board of Equalization and Review, at ten o~clock a.m. in the Commissioners
<br />room at the courthouse in Hillsboro, N, C.
<br />Members present: Chairman R• J.. M. Hobbs, Comatssioners Dona13 McDade, Donald Stanford,
<br />Ihvtght Ray and Henry Vlalker. --
<br />Meinber~s absent: none
<br />The minutes for meetings held on October 6th and October 20th, 1958, were read by the
<br />Clerk and approved by the Board. "
<br />The County Attorney made a report on his investigation concerning the textile machinery
<br />located in the Wm. L. Harrell Company plant at Hillsboro, N. C,
<br />The Hoard adjourned as a Board oS Equalization and Review until Monday, December 1, 1958,
<br />at 2 o~clock p,m.
<br />The Eoard recowened as a Board of County Coamdssioners and the following items were
<br />considered.
<br />A road petition was submitted by }gaiter Hrown far Mortgage-Insurance Corporation oT
<br />Burlington for the subdivision of Lace Forest Estates which is faceted in Chanel EM.ll, N. C.
<br />?he petition requested that the 54ate Highvray Commission assume maintance for the roads
<br />located in said subdivision. Tne Clerk was requested to mail said petition to the State
<br />Highway Commission in Greensborq N, 0.
<br />The following departments ofi'Scials presented reports Tor the month of October, 1958:

<br />Upon motion of Commissioner Stanford, seconded by Comsissioner McDade, and all members
<br />of the Board voting 1n the affirmative, $7.50.00 was appropriated to the Clerk of Court for the
<br />inebriate cases. This money is to be taken from the 6nergency Fund.
<br />T, A. Dutton, Division Engineerp L, N, Gunter, District Engineer and C, I. }gaiters,
<br />Seventh District Supervisor, all appeared on behalf' of the State Highway Commission and nr esented
<br />the Secondary road Progress Report for 1957-1958, and the Progress Report for the yeaz
<br />195H-1959.
<br />John T, Manning, Attorney from Chapel Eidl.l, introducted Honnsr 0. Hawyer, Attorney from
<br />Nillsborq who spoke on behalf oT the Orange County Baz Assoclatfon and requested salary increases
<br />1'or the Judge and Prosecuting Attorney of the Orange County 7tecorder~s Court. The Board
<br />deferred action on this matter until the next budget year t.
<br />A public heazing was held on the proposed meat inspection ordinance. The board heard
<br />Jack Tilson, representative of Farmers Exchange and bberett ifennedy, representative oL ..
<br />Piedmont Packing Company, express their' respective veins on said ordinance.
<br />On motion of Commissioner StanToM, duly seconded 6y Commissioner Ray, and all members of the
<br />Hoard voting in the affirmative, the follmving ordinance was duly adopted:
<br />Section 1. It shall be unlawful for any person, firm or corporation in the County of Orange
<br />to sell, offer Sor sale, exchange or deliver, or nrpcess in arq moat market or meat processing plant
<br />from which or where any meat is sold or offered for sale, aqy beef, veal, mutton, lamb, goat, or
<br />swine for the purpose of human consumptions unless prior to the first sale, exchango, or delivery,
<br />or the processing of said beef, veal, mutton, lamb, goat, or swine has been subject to an
<br />inspection by an official veterinarian approved by the Orange County Hoard of Coavmissioners, said
<br />inspection to be made within 24 hours prior to the slaughtering of Bald animals and also a second
<br />inspection to be made }vlthin 2la hours alter said alaughtering..All carcasses passing said second
<br />inepection shall have imprinted on each primal part thereof the official stamp or brand of Orange
<br />County. A11 carcasses as part thereof the official stamp or brand of Orange County. All carcasses
<br />as hezeinbefore mentioned bearing the U, ~, Hnneau oL Animal Industry Official brand, or the official
<br />brand of any other recognized official agency indicating that the carcass has been legally
<br />inspected and passed as Tit for human food, will be permitted to be sold without .+~ditional
<br />inspection, provided that said carcasses or parts thereon are sound, free from putrefaction and
<br />othenv?se perfectly fit far human consumption.
<br />Section 2. Caccasses submitted for inspection as herelnbeC'ore mentioned and fpund upon -
<br />examination to be diseased, dirty, improperly dressed or otherwise unfit for food shall be
<br />condemned and rendered in such a elate as to 6e unsuitahte Tor human food.
<br />Section ). All neat tp beaz' the stamp Inspected and Passed, Orange County, shall be -
<br />handled in a solo and sanitary manner,
<br />Section 4. All slaughtered animals mentioned in this ordinance shall at the time of
<br />inspection be accompanied by the kidneys, liver and lungs, though it is not required that said
<br />organs be held or naturally attached to the carcasses.
