15 <br /> • Current proposal by the Town to seek Article 46 or other County funding to help pay for <br /> new wayfinding signage in downtown Carrboro (up to $400,000 total cost). <br /> Orange County's Use of Article 46 Funding to Collaborate with Towns on Joint Economic <br /> Development Projects <br /> Small Business — retention & expansion of existing firms <br /> • Manage the County's marketing of small business Loan and Grant programs & disburse <br /> all funds—all 3 Towns. <br /> • Co-host various joint County & Chapel Hill business networking events for existing small <br /> businesses (includes LAUNCH incubator cohorts). <br /> • Co-fund the LAUNCH incubator in Chapel Hill to support the growth of emerging high- <br /> tech entrepreneurial firms. <br /> • Encourage joint County & Town visitation program with existing small businesses. <br /> • Hosted the joint County & Town participation in the U.S. Small Business Administration's <br /> recent Disaster Recovery workshop for firms impacted by Hurricane Florence. <br /> Examples of Economic Development Collaboration Between the County & Towns <br /> Orange County Small Business Grant Program (total since 2014) <br /> • 125 grants provided to existing small businesses in our 3 Towns. <br /> • $653,681.00 in total grants awarded. <br /> Orange County Agriculture Grant Program (total since 2009) <br /> • 55 grants provided to existing ag &food processing businesses in our 3 Towns. <br /> • $402,249.98 in total agriculture grants awarded. <br /> Orange County Small Business Loan Fund (total since 2009) <br /> • 22 loans provided to existing small businesses in our 3 Towns. <br /> • $974,848.00 in total loans awarded. <br /> Orange County Arts Commission (for FY 2018-19) <br /> • 38 grants were funded to 28 artists, 21 organizations & 10 schools in our 3 Towns. <br /> • $61,394.00 in Orange County & NC Arts Council funds were awarded <br /> • 29% increase in applications received over the previous year <br /> Examples of Economic Development Collaboration Between the County & Towns <br /> New Business Recruitment— increasing jobs & investment <br /> • County's & Towns' economic development staff routinely attend joint marketing and <br /> business development events, & invite participation. <br /> • Conduct joint marketing of County's & Town's identified real estate sites and buildings to <br /> business prospects. <br /> • Trust to share activity of leads, prospect visits & updates on overall prospect activity. <br /> • Joint presentations have been made to the State of NC's main business lead generator: <br /> Economic Development Partnership of North Carolina (EDPNC) <br /> • Ongoing partnership have been successful between the County and Towns with <br /> business development prospects, to include the successful recruitment with Chapel Hill <br /> to attract Wegmans, and with Hillsborough for the expansion of Yep Roc <br /> Records/REDEYE. <br /> Examples of Economic Development Collaboration Between the County &Towns <br /> Workforce Development—examples of school collaborations <br /> • Orange County Economic Development staff meet with and advise the Career and <br /> Technical Education (CTE) curriculum planners with the Orange County Schools & <br />
