Beatty <br /> Governor Secretary <br /> CONTRACTUAL AWARD <br /> Contractor: Orange County Emergency Management <br /> Contract Number: NCEM-TC-2002-01 (100% Federal Funds) <br /> Date of Award: January 28, 2002 Amount of Award: $10,000 <br /> Budgeted Categories: <br /> A. Planning <br /> This Contract is subject to the obligations as may be reasonably prescribed by the Division of Emergency <br /> Management consistent with the purpose of N.C.G.S. 166A, as amended below. <br /> 1. The Contractor will perform all tasks and objectives set forth in the Orange County Regional <br /> Terrorism Grant Proposal for 2002, attached hereto. <br /> 2. Contractor will acknowledge, in all printed material and course promotions, sponsorship by the North <br /> Carolina Division of Emergency Management. <br /> 3. Contractor will provide to the NCEM Terrorism Consequences Program Manager and to the <br /> designated NCEM Area Coordinator within 90 calendar days of signed Contractual agreement and <br /> every 90 days thereafter, a progress report detailing approximate expenditures, estimated <br /> completion of deliverables, and project milestones. <br /> 4. Contractor will submit to the NCEM Terrorism Consequences Program Manager and to the <br /> designated NCEM Area Coordinator a final report detailing all expenditures, project <br /> accomplishments, and project deficiencies at the completion of the project, or upon Contract <br /> expiration. <br /> 5. Contractor must submit any request for a Contract extension at least 60 days prior to the expiration <br /> of the contract and must include justification for an extension period. <br /> 6. Contract funds will be disbursed on a reimbursement basis once the scope of work is met. Partial <br /> reimbursement for each completed phase (i.e. Planning, Training, and Exercise) may be approved <br /> with a detailed statement of expenses and completion of identified deliverables. <br /> 7. This Contract may not be used (a)for weapons training or other law enforcement training that is <br /> routinely conducted state and local law enforcement agencies, (b) for the purchase of equipment, <br /> and (c) to supplant federal, state, or local government funding of existing planning, training, or <br /> exercise programs. <br /> 8.
