Orange County & NCDOT Highway Luncheon 38 <br /> Division 7 and District 1 <br /> January 9, 2019 12:00 p.m. <br /> NCDOT offered to investigate the surface glare on Old NC 86 for any safety <br /> improvements, such as reflective striping and raised pavement markers. <br /> V. ORANGE COUNTY STAFF UPDATES <br /> A. Orange Grove Road Pedestrian/Sidewalk Follow-up (Abigaile Pittman/ Tom Altieri) <br /> Drafting Orange County Budget Request for Sidewalk Preliminary Engineering on <br /> Orange Grove Road. <br /> Abigaile Pittman stated that she has been asked to develop a budget request for a <br /> preliminary engineering estimate for sidewalks along a half-mile section of Orange <br /> Grove Road from Patriot Point to New Grady Brown Road. A staff engineer will be <br /> using online tools to develop an estimate and it may be necessary to follow up with a <br /> comparative estimate from a private engineer. <br /> Tom Altieri stated that the estimate needs to take some specific site conditions like <br /> right-of-way, topography, drainage swales, utilities, and whether curb and gutter is <br /> needed to meet NCDOT guidelines. As a Planner, he anticipates that curb and gutter <br /> will be needed and some areas of retention wall. <br /> There was a general discussion regarding the status of County discussions about <br /> sidewalk construction and maintenance. Bonnie Hammersley mentioned that there <br /> has been a petition for school safety improvements in this area and there will be some <br /> upcoming meetings between County and OC Schools management regarding these <br /> issues. The joint meeting in February with the Town of Hillsborough was also <br /> mentioned and these meetings would need to inform any future budget request. <br /> B. Pedestrian Safety/Spot Safety Evaluation Request (Abigaile Pittman) <br /> At its November meeting, the OUTBoard requested that staff inquire with NCDOT <br /> regarding any possible Spot Safety funded pedestrian improvements at the Orange <br /> Grove Road/Oakdale Drive intersection. <br /> Abigaile Pittman reviewed the safety issues along this section of Orange Grove Road, <br /> the recent history of safety fencing on the 1-40 bridge, and the request of the <br /> OUTBoard for a SPOT safety review at the intersection of Orange Grove Road and <br /> Oakdale Drive. <br /> Chuck Edwards stated that NCDOT would perform the requested SPOT safety review <br /> and report back. <br /> VI. FUTURE MEETINGS <br /> Penny Rich brought up the topic of how many times a year these meetings should be <br /> held. <br /> Bonnie Hammersley recommended future meetings be scheduled on a quarterly basis in <br /> January, April, July, and October. The need for each meeting can be evaluated based on <br /> the sufficiency of Commissioner agenda topics. <br />
