27 <br /> ORANGE COUNTY <br /> ORANGE UNIFIED TRANSPORTATION BOARD <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 16, 2019 <br /> Action Agenda <br /> Item No. 5.a. <br /> SUBJECT: Efland-Buckhorn-Mebane Access Management Plan <br /> DEPARTMENT: Planning and Inspections <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Excerpt of OUTBoard Minutes Nishith Trivedi, Transportation Planner, <br /> From 10/17/2018 Meeting (919) 245-2582 <br /> Tom Altieri, Planner III, (919) 245-2579 <br /> Craig Benedict, Planning Director, <br /> (919) 245-2592 <br /> PURPOSE: To receive an update from staff on the Efland-Buckhorn-Mebane Access <br /> Management Plan public hearing process and next steps. <br /> BACKGROUND: On September 19, 2018, Orange Unified Transportation Board (OUTBoard) <br /> began reviewing the Draft Efland-Buckhorn-Mebane Access Management Plan (E-B-M AMP) <br /> and at its October 17, 2018 meeting (Attachment 1), in the absence of a quorum, recommended <br /> the Board of County Commissioners (BOCC) approve the Plan with inclusion of some clarifying <br /> text additions. The E-B-M AMP is being revised to reflect the OUTBoard's recommendations. <br /> The public hearing draft will be formatted to track the changes from the first draft and will be <br /> released no later than January 31, 2019, consistent with the County's agenda preparation <br /> schedule. In addition to the regular posting that occurs on the County's BOCC meeting area of <br /> its website, the draft will be posted on the Planning Department's website where additional <br /> materials and information on the AMP has been made available to the public, following is the <br /> link: <br /> https://www.orangecountync.gov/1404/Efland-Buckhorn-Mebane-Access-Management <br /> On November 1, 2018, the BOCC opened the Public Hearing for the E-B-M AMP but continued <br /> it to February 5, 2019, in order to meet with Economic Development staff and the Economic <br /> Development Commission to fully understand its questions and provide responses. The primary <br /> concern raised by Economic Development is the future marketability of relatively large <br /> properties (e.g. where new connector roads bisect the area) that have been targeted for <br /> economic development purposes. County Planning and Economic Development staffs have <br /> met for initial discussion to see if there's opportunity to allow some flexibility in Plan <br /> implementation and a meeting has been scheduled with the Economic Development <br /> Commission to take place January 8, 2019. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> RECOMMENDATION(S): Staff recommends that the OUTBoard receive the update. <br />
