Staff <br /> has also meet with member jurisdictions in Orange County to identify specific corridors they <br /> would like addressed through SPOT/STIP or other funding opportunities. These changes and <br /> potential corridors are provided as staff recommendations for Orange County Transportation <br /> Priorities (Attachments 1 - 3). Many Orange County 2017 trans ortation priorities are carried <br /> forward, these are in Green. New priorities are recommended in Oran e. <br /> • Staff recommending removal of independent bike/ped projects based on STI Law § 136- <br /> 189.11 (d).(3).c.— The Department shall not provide financial support for independent <br /> bicycle and pedestrian improvement projects. <br /> o Independent bike/ped projects can be pursued through Federal Surface <br /> Transportation Block Grant Direct Allocation (SDBGDA) which is part of STIP <br /> o They require 20% local match and local administration <br /> • Staff recommends converting paved shoulder projects and independent bike/ped projects <br /> to highway modernization projects with bike lanes. <br /> o 1 st 5' width of sidewalk is subject to NCDOT Sidewalk Cost Share Policy — 40% for <br /> Orange County — and any additional is 100% locally funded. <br /> • Staff recommends adding Old NC-86, NC-86, US-70 and NC-54 as County Priorities for <br /> SPOT and other funding opportunities <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> However, should County seek any bicycle or pedestrian projects, it will be required to provide 20 <br /> percent local match for the project's overall cost. It will also be obligated to provide local <br /> administration in addition to the local match. All bike and pedestrian projects will require a <br /> resolution or letter of commitment from Orange County indicating the County will provide the <br /> local match and administration if any such projects are selected for funding. This will be <br /> choreographed with the County's budget process. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> RECOMMENDATION(S): Staff recommends OUTBoard consider the list of Orange County <br /> transportation projects/priorities for consideration in the 2021-2030 STIP and provide a <br /> recommendation on the list to the BOCC. <br />
