Article 5: Uses <br /> Section 5.8: Standards for Childcare & Educational Facilities <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-97 <br /> <br />(j) Each child care facility approved by the Board of Adjustment shall be <br />reviewed annually by the Planning Director to ensure compliance with <br />the standards of evaluation for such facilities and any conditions <br />attached to the application by the Board of Adjustment. Any change in <br />the operation of the facility, which deviates from the original standards <br />and conditions will constitute a modification and will require the approval <br />of the Board of Adjustment. In determining whether a change in the <br />operation of the facility has occurred, the Planning Director shall be <br />guided by the procedures and criteria contained in Sections 2.7.1 and <br />5.8.2(B)(2). <br />5.8.3 Non-Profit Educational CooperativeSchools: Universities, Colleges, and Institutes 164 <br /> General Standards:Standards for Class A Special Use Permit <br /> Where identified within the Section 5.2, use shall be permitted with the issuance <br />of a Class A Special Use Permit in accordance with the provisions of this <br />Ordinance. <br />(A) Submittal Requirements and Standards of Evaluation for Class A Special Use <br />Permit or CC-3, GC-4, OR/M, EDB-2, EDE-2, EHDH-4, EDH-5, and MPD-CZ Zoning <br />Districts <br />(1) Submittal Requirements <br />In addition to the information required by either Section(s) 2.5 and/or 2.7, the <br />following shall be submitted as part of the application: <br />(a) The site plan, in addition to other requirements detailed within this <br />Ordinance shall prepared in accordance with Section 2.5, also showing <br />denote the following: <br />(i) Location, width and type of all internal vehicular and pedestrian <br />circulation. <br />(ii) Location and dimensions of all on site signage. <br />(iii) Boundaries of the site and distance to nearest residential <br />structures. <br />(b) Description of the proposed use(s) of the site and the buildings therein, <br />including the following: <br />(i) Amount of area allocated to each use. <br />(ii) Number of full and part time employees. <br />(iii) Number of clients students and staff expected to use the facility. <br />(iv) Proposed hours and days of operation. <br />(c) Building plans for all existing or proposed structures to include floor <br />plans, elevations and sections showing proposed use. <br />(d) Landscape plan, at the same scale as the site plan, showing existing or <br />proposed trees, shrubs, ground cover and any other landscape <br />materials. <br />(e) Statement from the appropriate public service agencies concerning the <br />method and adequacy of water supply and wastewater treatment. <br />(f) Statement from the appropriate public service agencies concerning the <br />provision of fire, police and rescue protection to the site and structures. <br />164StaffisrecommendingexistingregulationsfortheNonͲprofitEducationalCooperative,whichisrecommended <br />fordeletion,beutilizedtoestablishstandardsfortheidentifiedlanduse. <br /> 86
