<br />category includes group homes for all ages, half-way houses, foster and boarding homes. The following
<br />shall not be eligible for admission to a group care facility:
<br />a) Persons addicted to or recuperating from the effects of an addiction to drugs or alcohol;
<br />b) Persons adjusting to non-prison life, including but not limited to, pre-release, work release,
<br />probationary programs and juvenile detention centers.
<br />A facility licensed by the appropriate State agency providing room and board for seven to 15 unrelated
<br />individuals, excluding staff, who as a result of age, illness, handicap or some specialized program require
<br />personalized services or a supervised living arrangement in order to assure their safety and comfort.244
<br />Group Home
<br />A residential living arrangement providing housing for six to 15 unrelated individuals not requiring
<br />personalized services or supervised living arrangements in order to assure their safety and comfort.245
<br />Group Development
<br />One or more principal structures built on a single lot, tract or parcel of land and designed for occupancy
<br />by more than one separate family, firm, business or other enterprise.
<br />Guest Ranch246
<br />A rural lodge providing overnight accommodations for transient guests seeking a vacation experience
<br />characteristic to that of a rural ranch; onsite facilities may include lodge or cabin accommodations, dining
<br />facilities, barns, dance hall and recreational facilities, including but not limited to riding rings, trails, fishing
<br />holes and swimming facilities.
<br />Habitable Rooms
<br />Rooms designed and used for living, sleeping, eating, cooking, or combinations thereof. Bathrooms,
<br />toilet compartments, closets, halls, storage rooms, laundry and utility spaces, basement recreation rooms,
<br />and similar areas are not considered habitable rooms.
<br />Hazardous Waste Management Facility
<br />A facility or any portion of a facility for the collection, storage, processing, treatment, recycling, recovery,
<br />or disposal of hazardous waste on or in land in accordance with rules adopted by the State of North
<br />Carolina Department of Environment and Natural Resources.
<br />Health and Personal Care Facility
<br />A public or private facility, establishment, or institution providing housing for 16 or more unrelated
<br />individuals who are furnished meals and health/personal care on a continuing basis. Term includes:
<br />convalescent homes, nursing homes, rest homes, assisted living facility, sanatoria, homes for the elderly,
<br />handicapped, disabled, youthful offenders, addicted to alcohol or drugs, requiring professional health
<br />care, adult supervision, or rehabilitation.
<br />Health Services
<br />Establishments of licensed practitioners, or licensed persons independently practicing a profession,
<br />primarily engaged in rendering medical, surgical and other health related and allied personal care
<br />services in the health field (e.g. physicians, physical therapists, dentists, medical specialists).
<br />High-Density Option
<br />One of two approaches available for development in some watershed overlay districts. Generally, the
<br />high-density option relies on density limits and engineered stormwater controls to minimize the risk of
<br />water pollution.
