Article 10: Definitions <br /> Section 10.1: Definitions <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 10-4 <br /> <br />does not exist, where the path of flooding is unpredictable and indeterminate, and where velocity flow <br />may be evident. <br />Area of special flood hazard <br />See “Special Flood Hazard Area (SFHA) Overlay District” <br />Area of Future-Conditions Flood Hazard <br />The land area that would be inundated by the 1-percent-annual-chance (100-year) flood based on future- <br />conditions hydrology. <br />Assembly Use <br />A land use providing space, indoors or outdoors, allowing for the congregation of persons for the purpose <br />of observing, listening, or engaging in a service, performance, or activity. Wedding venues shall not be <br />considered an Assembly Use. Please refer to Retreat Center. <br />Assembly/Packaging Operation <br />Assembly and packaging of merchandise for distribution by mail or carrier. <br />Auditorium 234 <br />A place of assembly to watch and/or to hear athletic events, musical performances, dramatic or dance <br />performances, speeches and/or ceremonies. The term is intended to include such uses as stadiums, <br />coliseums, athletic centers, theaters and arenas. <br />Bed and Breakfast Inn235 <br />See “Rural Guest Establishments.” <br />Base flood <br />The flood having a 1% chance of being equaled or exceeded in any given year. It is often referred to as <br />the 100-year flood. <br />Base flood elevation (BFE) <br />A determination of the water surface elevations of the base flood as published in the Flood Insurance <br />Study. When the BFE has not been provided in a “Special Flood Hazard Area” it may be obtained from <br />engineering studies available from a Federal, State, or other source using FEMA approved engineering <br />methodologies. This elevation, when combined with the “Freeboard” establishes the “Regulatory Flood <br />Protection” elevation. <br />Basement <br />Any area of the building having its floor sub grade (below ground level) on all sides. <br />Best Management Practices (BMPs) <br />A structural or non-structural management-based practice used singularly or in combination to reduce <br />non-point source pollution to receiving waters in order to achieve water quality protection goals.
