Article 5: Uses <br /> Section 5.20: OFFICE AND FINANCIAL SERVICE USES <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-173 <br /> <br />(c) Drive-thru facilities are prohibited. <br />(2) Specific Standards for EDB-1 and EDE-1 Zoning Districts202 <br />(a) Uses shall be limited to 30,000 sq.ft. of building area. <br />(b) No outdoor storage of equipment or materials shall be permitted. <br />5.20.2 Building/Trade Contractors Office with Equipment Storage Yard <br />(A) Use Standards203 <br />(1) Equipment storage yards shall be: <br />(a) Setback a minimum of 50 ft. from all property lines. <br />(b) Enclosed by a minimum 6 ft. high fence. <br />(c) Screened along all sides with a Type A Land Use Buffer as detailed in <br />Section 6.8 of this Ordinance. <br />5.18.15.20.3 Research Facility Without Manufacturing204 <br />(A) Use Standards <br />(1) Use shall not be permitted as a Conditional Zoning District. Refer to Section <br />5.1.3 of this Ordinance. <br />(B) Standards for the NC-2 Zoning District <br />(1) Uses shall be limited to 12,000 sq.ft. of building area205 <br />(C) Standards for the O/RM Zoning District 206 <br />(1) The following Multiple Uses are permitted in the O/RM zoning district when the <br />Principal Use type is Research Facility and adhere to the standards of Section <br />5.15.2(C)(2): <br />(a) Banks & Financial Institutions Services207 <br />(b) Service land uses limited to Beauty & Barber Shops, Laundry and Dry <br />Cleaning Services <br />(c) Eating and Drinking Establishments limited to Nightclubs, Bars, <br />Pubs, Restaurants Carry Out and General. <br />(d) Retail, Class 1 limited to 12,000 sq.ft. of building area <br />(e) Manufacturing, Assembly, Processing, and Distribution Uses – <br />Other limited to Printing & Lithography <br />202Staffisincludinglanguageestablishingadistinctionbetweenlowintensityeconomicdevelopmentdistricts <br />(EDEͲ1andEDBͲ2)withhighintensityeconomicdevelopmentdistricts. <br />203Existingstandardsarenotspecificonsetbacksandlandusebuffer.Staffistakingexistingstaffinterpretations <br />andincorporatingsameastheregulationofthislanduse,whichisnowbeingbrokenoutintoaseparatecategory <br />aspartofthisamendmentprocess. <br />204ThisistheexistingResearchFacilitylandusecategory.Thewords‘WithoutManufacturing’havebeenaddedto <br />createadistinctionbetweenthiscategoryandthe‘ResearchFacilitywithManufacturing’landusecategoryalso <br />containedherein. <br />205Asindicatedthroughoutthisdocumenttherearesizeandintensitylimitationsforlanduseswithinvarious <br />generalusezoningdistricts.Staffisrecommendingaspecific,measurable,standardtoallowthereadertoidentify <br />whatwillandwillnotbepermitted. <br />206TheseareexistingstandardsmovedfromSection5.17.9oftheUDO.Pleasenotestaffisrecommending <br />modificationstoensureconsistencywithotherproposedchanges. <br />207StaffisrecommendingchangesdenotedinRedBoldUnderlinedTexttoensureconsistencywithother <br />recommendingchangesinthereferencestoaspecificlandusecategory. <br /> 134
