Margaret Lane
Suite 201
P. O. Box 8181
Hillsborough, NC 27278

December 31, 2018

NOTICE OF RESCHEDULED
BOARD OF ADJUSTMENT PUBLIC HEARING
(ORIGINALLY SCHEDULED FOR DECEMBER 10, 2018 BUT CANCELLED DUE TO SNOW)
TO REVIEW A CLASS B SPECIAL USE PERMIT APPLICATION
PROPOSING MODIFICATIONS TO EXPAND AN EXISTING CAMP/RETREAT CENTER
CALLED
“CAMP CHESTNUT RIDGE”
To Whom It May Concern:
You are receiving this letter because you are listed as an owner of property within 1,000
feet of five parcels of land totaling approximately 376 acres located along Camp Chestnut Ridge
Road. The properties are further identified by Orange County Property Identification Numbers
(PINs) 9843-22-1289; 9843-13-7930; 9843-05-5036; 9833-93-5222; and 9842-49-7233. The
properties are: Zoned Agricultural Residential (AR); Within the Upper Eno Protected and Cane
Creek Protected Watersheds; and located in the Cheeks Township of Orange County.
NC United Methodist Camp & Retreat Ministries, Inc. (owners of Camp Chestnut Ridge)
are proposing to expand and improve the camp’s facilities to meet their anticipated growth over
the next 20-30 years. The proposed development would expand and/or develop 37 structures
and/or areas (e.g. cabins, camping areas, meeting facilities, shelters and recreational areas).
Please refer to the attached map for additional details.
The Orange County Unified Development Ordinance (UDO) Section 5.2 Table of
Permitted Uses classifies the “Camp Retreat Center” and Recreation Facility (Non-profit)
components of this request as uses which may be permitted in the AR zoning district so long as
they are subject to the review, approval, and issuance of a Class B Special Use Permit (SUP) by
the Orange County Board of Adjustment.
UDO Section 2.7 requires that the BOA hold a public hearing in a quasi-judicial format,
and that notices be sent to property owners within 1,000 feet of the subject property. The BOA
will hold a public hearing to decide the Class B SUP request January 14, 2019.
The review of all SUP applications are carried out in a quasi-judicial format, meaning that
decisions relating to the approval or denial of an application are based solely on the sworn
testimony of all parties involved with the case, both those for and against an application, as well
as the review of competent, material, and substantial evidence submitted during the public
hearing.

Quasi-judicial hearings and decisions require a ‘fair trial standard’ including accepting only
competent, material, and substantial evidence. Public comments in the form of sworn testimony
meeting evidentiary standards can be accepted. Personal, anecdotal, or hearsay comments,
320320320
