3 <br /> TRANSPORTATION MANAGEMENT PLAN UPDATE: SOUTHERN ORANGE COUNTY GOVERNMENT <br /> SERVICES CAMPUS <br /> OVERVIEW: <br /> This update to the Transportation Management Plan (TMP) for the Southern Orange County Government <br /> Services Campus is a revision to the approved 2017 version. The primary reason the TMP is being <br /> updated is to meet the update requirements of the Town of Chapel Hill's TMP Program and to reflect the <br /> creation of a new County program to support alternatives to single-occupancy vehicle travel which is <br /> now available to staff and visitors in all County facilities. <br /> In late 2017, Orange County hired a dedicated full-time Transportation Demand Management (TDM) <br /> Coordinator who is responsible for providing information on alternative travel options to all County staff <br /> and all Hillsborough employers. These duties are directly in line with the aim of Chapel Hill's TMP <br /> Program and the TDM Coordinator has therefore accepted the task of updating the TMP as needed. <br /> Overview of TMP Updates: <br /> Beyond the clarifications and updates listed here,the contents of the TMP remain the same in the 2019 <br /> version.The only notable shift in the structure of the TMP is that the text and program activities that were <br /> located in the"Policy" section in the 2017 version have been moved to the"Actions by Alternative Commute <br /> Mode" section.This was done to reduce repetition of program activities which are relevant to each travel <br /> mode. <br /> i. Transit Section (page 4) <br /> (1) Simplified text to generalize County departments housed on Southern Campus: <br /> 2017 version- "Market the transit system to all Orange County departments,especially <br /> Aging,Social Services, Health, Child Support,and Housing, Human Rights and Community <br /> Development,to make employees and clients aware of the convenience of using the transit <br /> system" <br /> 2019 version- "The TDM Coordinator will promote all the routes from both systems that <br /> serve the campus." <br /> (2) Clarified text to highlight specific ongoing partnership on subsidized bus passes: <br /> 2017 version- "Provide bus fares at reduced or free rates." <br /> 2019 version- "The TDM Coordinator will work with GoTriangle to establish a subsidized bus <br /> pass program as a further barrier reduction measure for County employees." <br /> (3) Highlighted that times of construction and redesign are the best opportunity to make <br /> improvements to transit infrastructure: <br /> 2017 version- "Provide amenities at the transit stops to make the transit system convenient <br /> and safe for the users." <br /> 2019 version- "During renovations and redesigns make suggestions for transit <br /> improvements such as bus stop seating or shelters." <br /> 11Page <br />
