2 <br /> Old Courthouse Square — Building and Grounds Improvements: (FY2018-23 CIP page 38) The <br /> Department of Environment, Agriculture and Parks & Recreation (DEAPR) has successfully negotiated with <br /> a consultant to perform the historical research and cultural landscape study. The contract has been signed. <br /> The anticipated completion for the cultural study is summer 2019. <br /> Southern Campus Expansion: (FY2018-23 CIP page 44) The Board of County Commissioners awarded a <br /> professional services agreement with Smith Sinnett Architecture on November 2, 2017. Development design <br /> and construction documents for Phase 1(Seymour Center expansion, roadway straightening, and additional <br /> Seymour Center parking) are anticipated to complete in the spring, 2019. Construction of Phase 1 is <br /> anticipated to be complete in the late winter, 2020. <br /> Orange County Transportation Management Plan 2018: <br /> All employers developing a structure in the Chapel Hill Town limits with 50 or more employees are required to <br /> prepare and submit a Transportation Management Plan (TMP) as part of the Special Use Permit process. The <br /> Southern Orange County Government Services Campus, which currently contains the Robert and Pearl <br /> Seymour Center and the Southern Human Services Center, is subject to this ordinance. According to Chapel <br /> Hill's Guide for Transportation Management Plan Development, "The Transportation Management Plan <br /> Program is designed to decrease the amount of traffic generated by each site by promoting policies that will <br /> result in the reduced use of automobiles, particularly single occupant vehicles, and support the Town's efforts <br /> to reduce carbon emissions while promoting wellness through use of transit, bicycle and pedestrian movement. <br /> The Orange County Planning Department created the original TMP was in 1994, and since then has <br /> maintained the plan and program in compliance with the Town of Chapel Hill's guidelines. Now with the <br /> creation of the Orange County Commuter Options (OCCO) Program, the TMP and its requirements are being <br /> supported by the Orange County's Transportation Demand Management Coordinator. In light of this transition <br /> and Orange County's new capacity in promoting alternatives to drive-alone commuting, staff is taking the <br /> opportunity to update the TMP. <br /> The updated TMP is included as a part of this information update as an attachment.
