12 <br /> 1 BE IT FURTHER RESOLVED that the Board supports a design that does not significantly <br /> 2 alter the alignment of Eubanks Road, and strongly encourages NCDOT to continue refining <br /> 3 design options in order to meet the following criteria: <br /> 4 <br /> 5 • Minimize and mitigate adverse impacts on neighborhoods surrounding the <br /> 6 project <br /> 7 • Support alternative modes of travel, specifically bicycle and pedestrian <br /> 8 • Contribute positively to the character of Chapel Hill <br /> 9 • Stagger construction of improvements on Old NC 86 and NC 86 so that <br /> 10 construction occurs on each road at different times, thereby optimizing <br /> 11 vehicular access to 1-40 <br /> 12 • Protect the feasibility of future improvements to Eubanks Road and NC 86 for the <br /> 13 North South BRT project, as planned by Chapel Hill Transit <br /> 14 • Ensure design that allows for sufficient emergency response <br /> 15 • Maintain left turn movements from Eubanks Rd onto northbound NC 86 as <br /> 16 much as possible, potentially as a short-term measure until traffic levels exceed <br /> 17 certain thresholds <br /> 18 • Widen the eastbound 1-40 exit ramp to create an additional lane of traffic exiting <br /> 19 onto NC 86. This would be in addition to the proposed slip lane from the exit ramp <br /> 20 onto Eubanks Road <br /> 21 <br /> 22 BE IT FURTHER RESOLVED that the Board of Orange County Commissioners requests that <br /> 23 this resolution be transmitted to the Orange County Legislative Delegation. <br /> 24 <br /> 25 This the 5th day of February 2019. <br /> 26 <br /> 27 A motion was mad by Commissioner McKee, seconded by Commissioner Price to <br /> 28 approve the resolution and transmit it to the Legislative Delegation. <br /> 29 <br /> 30 Commissioner Dorosin said adoption of this resolution does not mean that the BOCC <br /> 31 does not support the widening of 1-40, because the BOCC does support that. He said this is <br /> 32 about opposing the construction/design of the interchange. <br /> 33 Commissioner McKee said he met with the neighbors on a raw, cold day, and the <br /> 34 number of neighbors involved impressed him, and the amount of time, energy, and focus the <br /> 35 neighbors put into researching the impacts of this proposal. He said this indicated a level of <br /> 36 thoughtfulness and cooperation on all fronts. <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 Commissioner McKee said this might be a good discussion item at the next Department <br /> 41 of Transportation (DOT) quarterly meetings. <br /> 42 Chair Rich said it was discussed at the last meeting, and will be so again at future <br /> 43 meetings. <br /> 44 <br /> 45 5. Public Hearings <br /> 46 <br /> 47 a. Efland-Buckhorn-Mebane Access Management Plan Update <br /> 48 The Board received an overview of the Draft Efland-Buckhorn-Mebane Access <br /> 49 Management Plan (E-B-M AMP), continue the public hearing, and provide comments before the <br /> 50 Plan is scheduled on an upcoming agenda for Board action. <br />
