21 <br /> 1 Headwaters Preserve area. Elected officials from the Towns stated concerns with determining <br /> 2 density and affordable housing goals at that time. As a result, the resolution and conceptual <br /> 3 plan does not include any reference to density or affordable housing thresholds for the Greene <br /> 4 Tract, but primarily the location and acreage of uses including a general description of use <br /> 5 categories. <br /> 6 <br /> 7 Following Board confirmation, the staff work group drafted the resolution contained in <br /> 8 Attachment 7a to modify the 104 acres jointly owned by Orange County, the Town of Chapel <br /> 9 Hill, and the Town of Carrboro and 60 acres owned by Orange County (Headwaters Preserve). <br /> 10 In addition, staff drafted the conceptual plan which includes future land uses, proposed land <br /> 11 use definitions, and ownership status/transfers based on comments received from MMCs, <br /> 12 elected officials, and staff throughout the process. Local government staff has completed a <br /> 13 variety of draft density scenarios and calculations, which are available for review at such time in <br /> 14 the future when development goals are established. Attachment 7b includes additional <br /> 15 background information on this item. <br /> 16 <br /> 17 With adoption by all three governing boards, the resulting resolution would supersede the <br /> 18 2002 Resolution, approved by the Orange County Board of Commissioners on December <br /> 19 10, 2002, which outlined the County and Towns' intentions for developing the Greene Tract. <br /> 20 The December 10, 2002 BOCC abstract which includes the approved resolution can be found <br /> 21 at the following link: <br /> 22 http://server3.co.orange.nc.us:8088/WebLink8/DocView.aspx?id=8376&dbid=0 <br /> 23 <br /> 24 The purpose of this item is to receive and discuss the proposed Greene Tract Resolution and <br /> 25 Conceptual Plan.
