6 <br /> Introduction <br /> Orange County is committed to improving the air quality and congestion levels around their buildings and <br /> for the residents of the County. The following Transportation Management Plan(TMP)for the Southern <br /> Orange County Government Services Campus outlines the actions that will be taken to reduce air <br /> pollution and traffic congestion related to this site and meets the requirements of the Town of Chapel <br /> Hill's Special Use Permit Requirements. <br /> This TMP has been edited in the past and the history of those edits is attached. They start from the <br /> original created in 1994 up until the most recent in 2014. <br /> This campus has a unique mix of multi-modal infrastructure that provides good options for commuters it <br /> is served by two transit agencies. Orange County Public Transit enters the campus and has a stop located <br /> at the Seymour Center. Chapel Hill Transit is a fare free service that has three stops on campus. The <br /> Master plan for the campus also shows there will be a connection that will enable bicycle commuters to <br /> connect to the campus directly from the adjacent paved greenway(see Figure 1). This addition will allow <br /> for more commuting options on to the campus for residents and employees. <br /> Purpose <br /> The purpose of Orange County's Transportation Management Plan is to ensure that the Southern Orange <br /> County Government Services Campus is adhering to the guidelines set by the Town of Chapel Hill within <br /> the Special Use Permit issued for this campus(see appendices)This plan and the associated actions will <br /> have the benefit of reducing the amount of Single Occupancy Vehicles during peak hours (6 am-9 am;4 <br /> pm-6 pm). This will in return improve air quality and reducing congestion around the building. <br /> Administration and Reporting <br /> In accordance with the Go Chapel Hill Transportation Management Plan Guidelines, Orange County <br /> submitted their original Transportation Management Plan for the Southern Orange Campus in 1994 and <br /> has been maintaining TMP compliance since then. As of the fall of 2017, Orange County now has a <br /> dedicated full-time Transportation Demand Management(TDM) Coordinator that will be responsible for <br /> completing the following tasks: <br /> 1. Promote participation in the Go Chapel Hill Transportation Management Plan Program; Forward <br /> information sent by the Town to those located at the TMP site. <br />
