17 <br />Local Projects: <br />1. MPOs and RPOs will receive CMAQ candidate projects from project sponsors (e.g. <br />MPOs, regional transportation authorities, city officials, etc.) in all non- attainment <br />and CMAQ eligible regions of the state. <br />2. MPOs and RPOs should prioritize all CMAQ projects based on: <br />• Air Quality emissions benefits <br />• MPO's and RPO's priorities <br />• Cost of construction <br />3. The MPOs and RPOs will select and submit the highest ranked project(s) for their <br />area to the Systems Planning Unit of Transportation Planning Branch, NCDOT. Cost <br />of the project(s) must be within the target allocation for the individual WO or RPO. <br />Proposed implementation schedule for each project should be included. <br />4. CMAQ Review Committee will discuss the top ranked CMAQ projects and make <br />recommendations to the NCDOT Secretary and the Board of Transportation for their <br />approval. <br />CMAQ Review Committee Members include: <br />• NCDOT (TPB & Program Development Branch) <br />• NCDENR (Division of Air Quality) <br />• FHWA <br />• FTA <br />• MPO Association President <br />• RPO Association President <br />5, CMAQ Review Committee Members will recommend projects based on eligibility <br />rules, emissions benefits, cast, and other applicable criteria <br />6. The Program Development Branch of NCDOT will include the project(s) in the TIP <br />according to the WO and RPO target allocations. <br />T The Program Development Branch of NCDOT will handle all invoicing and <br />payments. <br />CMAQ Application Process <br />Project sponsors will submit the CMAQ application (available on line) and project <br />information to the MPO's and RPO's TCC and TAC Chairpersons for the local projects <br />and to the Systems Planning Unit of Transportation Planning Branch ( NCDOT) for the <br />Statewide projects. The following information should be included in the application: <br />• Identify the county where the project is located <br />
