16 <br />Guidelines for the <br />CMAQ Project Selection Process <br />CMAQ Background <br />CMAQ was created by IS TEA of 1991, reauthorized by TEA -21, expected to <br />continue in the SAFETEA <br />CMAQ's primary purpose is to fund transportation projects and programs in <br />Non - attainment and maintenance areas to help achieve and maintain the National <br />Ambient Air Quality Standards (NAAQS) for Ozone, CO, and upcoming PM 2 5 <br />FHWA and FTA jointly administer CMAQ in consultation with EPA <br />CMAQ Funds are apportioned to States based on: <br />• Population in non - attainment and maintenance areas of the state <br />• Severity of air quality problem <br />In North Carolina, CMAQ funds are outside the Equity Formula <br />CMAQ Eligible Counties in NC (See attached Map) <br />CabamLs, Gaston, Iredell, Lincoln, Mecklenburg, Rowan and Union <br />Davidson, Davie, Forsyth and Guilford <br />Chatham, Durham, Franklin, Granville, Johnston, Orange, Person, and Wake <br />Edgecombe and Nash <br />Haywood and Swain <br />CMAQ Project Selection Process <br />Statewide Projects: <br />Statewide projects are those projects that benefit multi -jurisdictions (more than one air <br />quality region), have true statewide benefits and can not be considered as local projects. <br />Statewide projects should be sent to the Systems Planning Unit of TPB directly <br />CMAQ Review Committee will discuss the statewide projects and make <br />recommendations to the NCDOT Secretary and the Board of Transportation for their <br />approval <br />
