RECOMMENDATION (S): The Administration recommends that the Board close the public
hearing and adopt an amended nose control ordinance.
This item does not require a recommendation from the Planning Board since it is not a zoning
or subdivision ordinance.
Clarification of the Attachments
The attachments include the following items:
1. A comparison chart of noise control ordinances from otherjurisdictions, including Orange
County, which is found on pages 3 through 10;
2. A comparison chart of the existing Orange County Noise Control Ordinance with
suggested and alternative revisions to the appropriate articles, which is found on pages
11 through 15;
3. A timely article entitled, "Sound Advice, which is found on pages 16 through 32;" and
4. The existing Orange County Noise Control Ordinance, as amended, which is found on
pages 33 through 37,
Several examples of North Carolinian noise control regulations are provided so that
Commissioners can gain perspective regarding how other counties, towns, and cities address
noise control, The Orange County chart also includes the zoning ordinance noise performance
standards and the Town of Chapel Hill's noise standards of different sound frequency bands.
"Sound Advice" is a very readable and understandable article, which was written to help make
noise control and the technicalities of the science of noise more knowable to the normal person.
Finally, the existing Orange County Ordinance, which was adopted in 1983 and amended only
once since then, is included.
