I <br />To date a meeting with Orange Public Transportation staff to discuss the <br />potential for service from OPT to the site has not been held, but should occur in <br />the near future. OPT service could be important to address access for citizens <br />from central and northern Orange to the site. <br />Preparation of Carrboro Conditional Use Permit <br />Once a master plan for the site has been approved, the next step would involve <br />submittal of a formal proposal to Carrboro. County staff members met informally <br />with Town staff on a few occasions, including an informal "preview" presentation <br />at the Town's October 2004 development review meeting. <br />The submittal would take the form of a Conditional Use Permit application for <br />Phase I of the park, as no rezoning or land use plan changes would be required. <br />The Town's Conditional Use Permit (or CUP) application involves significant <br />levels of detail for construction drawings and documents - well beyond the level <br />of the Master Plan's conceptual design. Some of the background work that could <br />be completed without an adopted master plan has been done, and some of the <br />CUP application materials could be created in -house by staff. However, most of <br />these materials will need an adopted Master Plan to show the locations of <br />facilities, and the majority of the work will require outside assistance from <br />structural and environmental engineers, because of the scope of the project. <br />The following is the list of information required for the CUP application. Items with <br />a check mark (✓ ) are underway or have been completed, items that would be <br />done in -house at a later date are shown as 713D," (to be developed), and items <br />with an asterisk ( *) will require a consulting engineering firm. The Open Space <br />Design Specialist would work closely with the firm selected to prepare these <br />drawings and materials to ensure consistency, along with other staff members. <br />
