DRAFT November 11, 2004 <br />operation of Ambulance service, Rescue Squad, First <br />Responder unit or other related service within specified <br />service areas or districts in Orange County. <br />Ground Ambulance means an Ambulance used to transport <br />Patients with traumatic or medical conditions or Patients <br />for whom the need for emergency or non-emergency medical <br />care is anticipated either at the Patient location or <br />during transport. <br />Law means all applicable laws and regulations including <br />without limitation Chapter 131E and 143B of the North <br />Carolina General Statutes and l0A N.C. Admin. Code 13P, as <br />amended, the Franchise Ordinance and other applicable <br />federal, State or local laws and regulations. <br />Arivers license means any license or permit issued under or <br />granted by North Carolina Law to operate a particular type <br />of motor vehicle that serves as an Ambulance or other EMS <br />Services Vehicle. <br />Medical Crew Member means EMS personnel or other health <br />care professionals who are licensed or registered in North <br />Carolina and are affiliated with a Specialty Care Transport <br />Program, <br />Medical Director means the physician responsible for the <br />medical aspects of the management of the EMS System. The <br />duties of the Medical Director may be completed, through <br />written delegation as provided for by Law. <br />Medical Oversight means the responsibility for the <br />management and accountability of the medical care aspects <br />of the EMS System. Medical Oversight includes physician <br />direction of the initial education and continuing education <br />of EMS personnel or medical crew members; development and <br />monitoring of both operational and treatment protocols; <br />evaluation of the medical care rendered by EMS personnel or <br />medical crew members; participation in system or program <br />evaluation; and directing, by two-way voice communications, <br />the medical care rendered by the EMS personnel or medical <br />crew members. <br />Model EMS System means an approved EMS System that chooses <br />to meet the criteria for and receives this designation by <br />the Office of Emergency Medical Services. <br /> <br />5 <br />
