K <br />production crops such as strawberries, tomatoes, peppers and watermelons; and <br />also shiitake mushrooms, beef cattle, pastureland, and managed forestry/woodland. <br />The McAdams Farm has been evaluated against each of the VAD certification <br />requirement standards and meets or exceeds all of the measures above. <br />3) Owners of the Nels and Nancy Anderson farm have submitted an application to <br />enroll three (3) parcels of land totaling 95.95 acres as qualifying farmland for the <br />Voluntary Agricultural District (VAD) program in the Schley /Eno Agricultural District. <br />The farm operation is comprised of a hay crops and managed forestry/woodland. <br />The Anderson Farm has been evaluated against each of the VAD certification <br />requirement standards and meets or exceeds all of the measures above. <br />4) Owners of the Chapel Hill Creamery — Portia McKnight and Florence Hawley — have <br />submitted an application to enroll one (1) parcel of land totaling 37.07 acres as <br />qualifying farmland for the Enhanced Voluntary Agriculture District (EVAD) program <br />in the White Cross Agricultural District. The farm operation is comprised of dairy <br />cattle, hay, and pasture land. The McKnight/Hawley farm has been evaluated <br />against each of the VAD certification requirement standards and meets or exceeds <br />all of the measures above. <br />5) Owners of the Stephen and Marsha Scarlett farm have submitted an application to <br />enroll three (3) parcels of land totaling 37.29 acres as qualifying farmland for the <br />Voluntary Agricultural District (VAD) program in the Cedar Grove Agricultural District. <br />The farm operation is comprised of beef cattle, hay and pasture land. The Scarlett <br />farm has been evaluated against each of the VAD certification requirement <br />standards and meets or exceeds all of the measures above. <br />To be formally designated as part of a Voluntary Agricultural District program, the Board of <br />Commissioners must approve that the farms meet the certification requirements as per the <br />Agriculture Preservation Board's findings. <br />FINANCIAL IMPACT: There is no fiscal impact associated with this item. Voluntary <br />Agricultural Districts are non - monetary and non - binding conservation agreements. <br />Enhanced Voluntary Agriculture Districts are non - monetary and are binding 10 -year <br />conservation agreements. <br />RECOMMENDATION(S): The Manager recommends that the Board certify the five (5) <br />farm properties noted above totaling 146.66 acres (VAD) and 75.95 acres (EVAD) as <br />denoted in the attached documentation as qualifying farmland, and designate them as <br />Voluntary or Enhanced Voluntary Agricultural District farms within the Cedar Grove, <br />Efland /High Rock, Schley /Eno, and White Cross Voluntary Agricultural Districts; and enroll <br />the lands in the Orange County Voluntary Agricultural District (VAD) and the Enhanced <br />Voluntary Agricultural District (EVAD) programs. <br />With approval of these additional acres, the Orange County Voluntary Agricultural District <br />Program will have enrolled 56 farms; totaling 6,191 acres in the VAD and 953 acres in the <br />EVAD for a total of 7,144 acres (rounded). <br />
