Efland-Buckhorn-Mebane Access Management Plan <br /> Provided such criteria are met, road alignments presented in this plan may be amended. The AMP principles are <br /> considered during all development review processes including but not limited to: <br /> • Special Use Permit <br /> • Subdivision <br /> • Conditional Zoning Application <br /> • Site Plan <br /> This plan may be amended after the fact in a manner that upholds the goals and oblectives of the plan. A <br /> request for amendments can be brought forward by the general public, County staff, advisory boards, and the <br /> Board of County Commissioners. Plan amendments will be evaluated through a public review process. <br /> This plan may be amended through any public review process approved by the Board of County Commissioners. <br /> This procedure may include advisory boards, County departments, and other government agencies. The <br /> amendment process guides the coordinated dialogue of everyone involved. <br /> B.C. Resources <br /> The plan may require future updates as development occurs and other access management issues are identified. <br /> While North Carolina counties do not own or maintain local roads, they do have certain authority over land use <br /> decisions, and through innovative use of local regulations, Orange County can adopt local policies and <br /> ordinances aimed at addressing specific issues such as access management. A variety of tools are made available <br /> including and not limited to: <br /> • Land Development Regulations <br /> • Special Service Districts <br /> • Intergovernmental Agreements <br /> • Complete Streets Policy <br /> • Exactions <br /> Orange County Planning Department Page 27 <br />
