7 <br /> 1 the community provided by Andrew Sachs for Orange County Government and the people of <br /> 2 Orange County, and that the Board wishes him well in his retirement. <br /> 3 <br /> 4 This the 22"d day of January 2019. <br /> 5 <br /> 6 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene for <br /> 7 the Board to approve and authorize the Chair to sign the attached resolution on behalf of the <br /> 8 Board recognizing and expressing appreciation to Andy Sachs for his mediation support to <br /> 9 Orange County. <br /> 10 <br /> 11 VOTE: UNANIMOUS <br /> 12 <br /> 13 Commissioner McKee said Andy Sachs has a unique ability to take a divisive issue and <br /> 14 get opposing groups to come to a compromise. He thanked him for his service. <br /> 15 <br /> 16 d. Alcoholic Beverage Control (ABC) Board Update Presentation <br /> 17 The Board received a brief presentation from representatives of the Orange County <br /> 18 Alcoholic Beverage Control (ABC) Board and to provide feedback or questions. <br /> 19 Tony Dubois, Orange County ABC Director, said this is his 91" year coming here, and 4 <br /> 20 of the Board of County Commissioners have served on their board. He reviewed the <br /> 21 information below: <br /> 22 <br /> 23 BACKGROUND: The ABC Board provides an annual update to the Board of Commissioners at <br /> 24 the beginning of each calendar year. Keith Bagby, Chair of the Orange County Alcoholic <br /> 25 Beverage Control (ABC) Board, and Tony Dubois, Orange County ABC Executive Director, will <br /> 26 provide a brief presentation on ABC Board activities, operations, and external audit services <br /> 27 update, and will also respond to any questions. <br /> 28 <br /> 29 Under North Carolina General Statute 1813-701, the ABC Board is required to distribute its <br /> 30 entire net income after deducting amounts required for law enforcement and education and <br /> 31 retaining proper working capital, to the General Fund of the County, which represents a <br /> 32 financial benefit to the County. <br /> 33 <br /> 34 The ABC Contribution to the County's General Fund had been set at $400,000 up through FY <br /> 35 2016-17. Based on Statewide benchmarking of other ABC Boards' contributions to their <br /> 36 respective governments, the County requested additional funding of$150,000 for FY 2017-18. <br /> 37 The ABC Board approved an increase of$100,000 to the County's General Fund from <br /> 38 $400,000 to $500,000 for both FY 2017-18 and FY 2018-19. Another$35,000 is being provided <br /> 39 this year to fund an additional request, making this year's total $535,000. The ABC Board also <br /> 40 set aside $83,128 to contribute to the Board Retiree Health Care Plan. The Board funded local <br /> 41 Alcohol Law Enforcement agencies at $160,000 and increased the amount available for <br /> 42 community Alcohol Education and Rehabilitation grants for schools and local community <br /> 43 organizations to $244,000.
